Alamitos Bay Entrance Channel Maintenance Dredging Project - Bid Addendum No. 2

This document is Bid Addendum No. 2 issued by the City of Long Beach Department of Public Works for the Alamitos Bay Entrance Channel Dredging and Beach Nourishment Project (R-7291). The project involves maintenance dredging of the Alamitos Bay Entrance Channel to maintain navigable vessel draft depths and replenishment of the Peninsula Beach nourishment area. The primary scope includes dredging up to 415,000 cubic yards of sediment from the entrance channel and placing dredged material on approximately 123 acres of Peninsula Beach. The addendum revises key project dates and requirements: the bid deadline has been extended from April 23, 2026 to April 29, 2026 at 3:00 p.m., with bids submitted through the City's online portal at https://longbeachbuys.buyspeed.com/. A mandatory pre-bid conference is scheduled for April 2, 2026 at 10:00 a.m. via Microsoft Teams, with an optional job-site walkthrough at the 72nd Place Parking Lot in Long Beach at 11:30 a.m. The work period is scheduled from September 16, 2026 through February 14, 2027 to avoid sensitive species breeding seasons, with a 152-calendar-day completion requirement. The addendum also updates the bid guarantee period from 90 to 120 calendar days, clarifies permit requirements including the finalized Coastal Development Permit (dated July 25, 2025) and Department of the Army Permit (issued August 15, 2025), and adds Section 01 71 23 Construction Surveying specifications.

The project is subject to a Citywide Project Labor Agreement requiring local hiring goals of 40 percent and provisions for transitional workers and veterans. Bidders must possess a valid California Class A Contractor license and demonstrate qualifications through three projects with a minimum cumulative value of five million dollars that include both dredging and beach nourishment experience. The City of Long Beach is the Owner and contracting entity, with the work covering various marinas, channels, and waterways under its jurisdiction. Required permits include the California Coastal Commission Coastal Development Permit (Application Number 5-24-0845) and the U.S. Army Corps of Engineers Department of the Army Permit (SPL-2023-00708-SME). The project is funded through State of California Tideland funds. All cost proposals and insurance requirements must comply with Division H specifications, and the contractor must provide bid security of not less than 10 percent of the bid amount, with performance and payment bonds each equal to 100 percent of the contract price upon award.

Question 1: Given the extreme fluctuation in the costs of fuel, will the city consider adding a bid item for fuel reimbursed at cost. This will protect the owner from paying today's high fuel costs plus contingency, if the price does go back down.

Response 1: Response to be issued on an upcoming Addendum.

Question 2: Can the city provide a date they intend to award the contract? The specs state that the bids remain valid for 90 days. If the full 90 days is used it will make it very difficult to adequately plan and prepare for the project start in September.

Response 2: "Revise Division B has been amended as follows:

BIDS SHALL REMAIN OPEN: The Bidder shall guarantee the Total Bid Price for 90 120 calendar days after the bid opening."

Question 3: Regarding the debris removal allowance item of 1 AL $250,000. Is the contractor expected to have suitable equipment to recover debris on site standing by for the duration of the contract? And if so, how is that paid? Or is the equipment to be brought in on an as needed basis depending on what is encountered, and all mobilization events paid under the 250k allowance?

Response 3: The City does not require the contractor to keep suitable equipment on site. If debris is located on site, the contractor should notify the City, work around the debris to maintain schedule, and mobilize the required equipment as needed.

Question 4: In Division C bid documents - there are two bid forms which are seemingly identical except item 6 on the second form is underlined. Please clarify if there are two bid schedules/ bid forms?

Response 4: Sheets C-1, C-2, and C-3 were duplicated. Revised Division C Base Bid Form is provided.

Question 5: Division C - Para 5.1.1: Requires three projects of similar scope with a minimum value of 2 million, defining similar scope as dredging and beach nourishment.

a. Will the city accept more than three projects which combine to meet all these experience items?

b. For example: 1 project with beach nourishment and no dredging over 2m, 1 project with dredging and no beach nourishment over 2m, 3 projects with dredging and beach nourishment but under 2m. 1 project that meets all 3. Or some similar combination.

Response 5: Yes. Three projects containing dredging and beach nourishment are required with a minimum cumulative value of $5M. The aggregate of submitted projects need to show ability to perform similar scope for both dredging and beach nourishment.

Question 6: Section 01 71 13 Paragraph 4.02 A. states that “Payment for Mobilization and Demobilization will be made at the Contract lump sum price listed in the Bid… but not to exceed a maximum of 10% of the combination of other Bid Items in the Base Bid (excluding mobilization and demobilization).” For a job where beach placement is required, a large portion of the expense is mobilizing and demobilizing the pipeline and equipment that is required for pumping off on the beach. Limiting the price may result in an unbalancing of bids, which is not suitable for this type of work. Please consider eliminating the requirement to limit the price of mobilization and demobilization so that prospective bidders may price the work according to their costs.

Response 6: No change to the mobilization and demobilization maximum percentage.

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383

Question 7: Paragraph 1.06 B. 1. of Section 35 20 23 lists possible incidences of debris to include abandoned vessels. Please confirm that there are no known derelict vessels currently in the dredging template.

Response 7: The City is not aware of the recorded presence of derelict vessels.

Question 8: The Division J – CSI Technical Specifications Table of Contents includes 01 71 23 Construction Surveying, but it appears that section was not provided. If required, please provide Section 01 71 23.

Response 8: Section 01 71 23 Construction Surveying is attached.

Question 9: In Section 01 71 23 Construction Surveying of the original solicitation, R-7246, there was a requirement for a Pre-Dredge Structure Condition Survey. If that will be included in this specification, please clarify the intention of the requirement. Should bidders provide vibration monitoring for the duration of the beach work?

Response 9: The intent of the Pre-Dredge Structure Condition Survey is to document the presence and general condition of existing structures prior to commencing the Work that may be impacted during the Work. This survey may include the area for the pipeline alignment over the rock jetty, any marine structures such as docks that Contractor equipment is moored to, and the staging area parking lot. Vibration monitoring is not required during the beach work.

Question 10: The sediment core logs provided in Division F of the Contract Documents indicate that hydrogen sulfide odors were detected in material samples collected throughout the dredge area. Despite this, the sampled material has been determined suitable for placement at the Beach Nourishment Area. However, the Contract Documents then place responsibility on the Contractor for controlling hydrogen sulfide odors at the Beach Nourishment Area by dictating in Paragraph 3.06 A. of Section 01 57 23 that “If odors exceed thresholds and community complaints are received, Contractor shall propose, for Owner approval, actions (and enact such actions at no additional cost to the Owner) to minimize the odors.” The Contractor should not be responsible for remediation if the dredge material, previously determined by regulatory agencies to be suitable for beach placement, is later determined to not be suitable for beach placement or is a nuisance or hazard to the public.

To reduce the need for pricing risks that cannot be quantified prior to work, please consider removing this language from the Specifications and instead including Standby Time to cover potential delays due to the Risk for Hydrogen Sulfide Odors.

Response 10: If odors exceed thresholds and community complaints are received, Contractor shall propose, for Owner approval, actions (and enact such actions at no additional cost to the Owner) to minimize the odors. Contractor to propose method and cost change order to minimize odors for City's approval prior to commencing odor mitigation work.

Question 11: Paragraph 1.01 B. of Section 35 20 23 indicates that the bid quantity is based on the July 12, 2023 survey provided in the Drawings. However, upon running take-offs of the survey data, it does not appear that there are 415,000 CY of material available in the template, even with all payable side slope and payable overdepth material included. Could the Owner and/or Engineer please re-evaluate the total quantity on the bid form and ensure consistency with the Drawings and Specifications?

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383

Response 11: The estimated quantity is based on the July 12, 2023 survey, and includes a 30% volume contingency. The basis for the contract measurement and payment will be the Pre-dredge Survey performed by an independent third-party surveyor.

Question 12: The Plan Drawings and Specification Section 35 20 23 Dredging and Sediment Placement contain contradictory language concerning side slope dredging. Understanding that the Owner would like as much material removed as possible and that the Owner intends to pay for material that has sloughed from above the defined slopes, contract language indicates that digging beyond the limits provided in the Drawings, which delineate the toe of slope, is not permitted and could undermine nearby structures (see Paragraph 1.02 Definitions of Dredging Limits and Excessive Dredging). However, other contract language states that side slope dredging is required. In order to prevent permit violation and to protect existing structures, will the Owner please consider removing language similar to that found in Section 35 20 23 Paragraph 3.03 C. 2., stating that “…the Contractor is required to dredge Side Slopes,” and Note #2 on Sheets C03 to C06, stating that “Contractor shall dredge the side slopes identified in the drawing.”

Response 12: "Dredging limits include the side slopes."

Question 13: Section 35 20 23 Paragraph 1.02 A. 4. states that “The Payable Overdepth does not apply to any areas where the pre-dredge surface elevation is already below the Required Dredge Elevation, where no dredging is necessary or permitted.” To clarify the intent of this language, is dredging outside of areas where the pre-dredge surface elevation is already below the Required Dredge Elevation actually prohibited in permits, or is it just not payable? If it is not prohibited, please consider allowing payment for this overdepth volume.

While we will not actively dredge areas that do not have any material above the required grade, there will be incidental overlap of dredge cuts that will dredge material within the overdepth template (specifically areas on the northernmost inside sections of channel where material is not above required grade).

Response 13: Dredging in areas below elevation -22' is not prohibited in the permits and not payable. No Change.

Question 14: Note 4 on Sheet C08 of the Contract Drawings states that “Contractor shall fully submerge the hydraulic pipeline portions located within the navigation channel for safe vessel passage.” Rather than requiring Contractor to submerge the pipeline, please allow Contractor to choose methods as appropriate for their operation, upon the condition that they provide safe vessel passage.

Response 14: Contractor means and methods for performing the work will be reviewed as part of the pre-construction submittals. Please submit requests for variance from contract drawings or specifications during the pre-construction submittal process.

Question 15: The California Coastal Commission Coastal Development Permit 5-24-0845, as provided in Division F, Attachment A, was issued as a “Notice of Intent to Issue Permit”, subject to satisfaction of special conditions. Can the Owner please provide the final CDP permit to bidders?

Response 15: Coastal Development Permit, dated July 25, 2025 (Permit Application Number: 5-24-0845) is attached.

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383

Question 16: "The California Coastal Commission Coastal Development Permit 5-24-0845, as provided in Division F, Attachment A, requires an Avian Monitoring & Avoidance Plan, which appears to be applicable only to sand placement activities occurring during western snowy plover breeding season (March 1 to August 31) and California least tern breeding season (April 1 to September 15). Please confirm that, due to the anticipated timing of this work, the Contractor will not be responsible for avian monitoring requirements under this Special Condition 4."

Response 16: The City is responsible for any avian monitoring and reporting required by Special Condition 4.

Question 17: Division F, Attachment A provides correspondence from the US Army Corps of Engineers regarding a Standard Individual Permit request. Can the Owner please provide the final Standard Individual Permit to bidders? What conditions of the permit will Contractor be responsible for?

Response 17: Department of The Army Permit, date of Issuance, August 25, 2025 (Permit Number SPL-2023-00708-SME) is attached.

Question 18: The pre-bid slides mentioned avoiding impacts to green sea turtles. Green sea turtles do not appear to be mentioned in the documents provided. Is the Contractor responsible for green sea turtle monitoring? If so, please provide applicable requirements.

Response 18: The Contractor shall be responsible for avoiding impacts to green sea turtle, including observing water-related activities for the presence of green sea turtle and complying with the requirements of the USACE Standard Individual Permit SPL-2023-00708-SME.

Question 19: Paragraph 3.03 B. 2. of Section 35 20 23 states that “The Contractor shall complete cleanup pass dredging at the toe of slope a minimum of one week after achieving the required dredge depth, as necessary, to address sloughed material.” Understanding that the Owner is trying to achieve a template that will remain clear as long as possible, will the Owner please consider removing the requirement to wait a minimum of one week? Including this language is costly as it requires the Contractor to keep their equipment mobilized and unproductive for a week. Typical dredge operations utilize daily hydrographic surveys to monitor the progress of the channel and would allow for productive clean-up during the normal course of dredging by setting the dredge back to remove any high spots.

Response 19: Evaluation of slope development following completion of dredged units can be assessed during progress surveys. Please submit requests for variance from contract drawings or specifications during the course of construction.

Question 20: Paragraph 3.04 C. of Section 35 20 23 states that “The Contractor shall be responsible for all means and methods required for controlling and maintaining water quality standards during dredging and placement operations. The Contractor shall minimize turbidity and loss of resuspended sediments during dredging and transport operations and adhere to the Section 401 Water Quality Certification requirements and USACE permit requirements, subject to monitoring by the Owner.” However, Paragraph 4.02 B. of Section 01 57 23 states that “Environmental controls must also include associated quality control, reports, submittals, monitoring (by the Contractor), and all other incidental items required to maintain water quality.” Is the Owner or the Contractor responsible for water quality monitoring?

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383

Response 20: The City will perform water quality monitoring and reporting required by the Section 401 Water Quality Certification and USACE permit.

Response 20: The City will perform water quality monitoring and reporting required by the Section 401 Water Quality Certification and USACE permit.

Question 21: Paragraph 3.01 A. 6. of Section 35 20 23 indicates that the Contractor should obtain Owner approval to use anchors to control the position of its equipment as opposed to spuds. Please confirm that, if a Contractor has proven experience of safely and efficiently working on anchors in navigation channels, Owner approval will be granted to use anchors.

Response 21: The City will review the Contractor's work plan and proposed anchor system and the Contractor may provide examples of experience successfully using anchors in navigation channels.

Question 22: Please provide the latest full resolution survey datasets for the full dredge area and the full beach renourishment area in XYZ file format.

Response 22: The 2023 survey data are provided for planning purposes only. The pre-construction survey will be the basis for the contract. Dropbox LINK to access the files https://bit.ly/4sDepT9.

Question 23: "Regarding the insurance requirements, if the contractor has primary Marine General Liability limits of $1M per Occurrence / $2M aggregate, but the contract requires a primary $2M Per occurrence / $4M aggregate, and the contractor has plenty of limit available in the umbrella (the contract requires $3M), will the City/POLB accept what the contractor has?"

Response 23: The Contractor shall comply with DIVISION H Section 7-3-1 Minimum Insurance Requirements. (This is not a POLB project.)

Question 24: Regarding the insurance requirements, will the City/POLB be amenable to amending the insurance requirement language in the contract with the awarded contractor, and if not is the City able to provide acknowledgepment that the coverage the contractor has is acceptable?

Response 24: The Contractor shall comply with DIVISION H Section 7-3-1 Minimum Insurance Requirements. (This is not a POLB project.)

Question 25: "Paragraph 4.01 A. of Section 35 20 23 states the following regarding the Beach Nourishment Area: “The Contractor shall meet the specified grades and tolerances defined in the Contract Documents for the Beach Nourishment Area as measured by the post-construction topographic surveys. The Contractor shall perform the grading and https://bit.ly/4sDepT9 https://bit.ly/4sDepT9

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383 earthwork to meet these requirements at no additional cost to the Owner, prior to Owner acceptance of a dredging subsection or final acceptance.” Because beach erosion will occur over the duration of the project, would the Owner please consider accepting 200 to 300 ft sections at a time?"

Response 25: Bid line items will be paid according to volume of material removed by dredging. The plans have a target slope of 20H:1V, if beach nourishment material is lost due to currents, work plan may be adjusted to restore areas with remaining dredged material to the contractor’s best ability with approval from the Engineer.

Question 26: Paragraph 4.01 B. of Section 35 20 23 indicates that Bid Item 6 “will be measured on a per ton basis based on certified weight tickets from the approved upland off-site disposal facility.” Considering that debris removal may require the mobilization and demobilization of different equipment and the additional logistics that could be required for debris removal, is it the Owner’s intention for this item to be measured per ton? If not, please revise the measurement language for Bid Item 6.

Response 26: Mobilization and demobilization of debris removal equipment will be approved by the Owner prior to mobilization of equipment to the site. Debris removal within Bid Item 6 will be measured on a per ton basis based on certified weight tickets from the approved upland off-site disposal facility.

Question 27: If debris removal causes a delay to dredging operations, will dredging delays be covered under the Bid Item 6 allowance?

Response 27: "Dredging delays shall not be compensated under the Bid Item 6 allowance.

Reference is made to DIVISION H Section 6 for any schedule related matters."

Question 28: If the language of Paragraph 3.06 A. of Section 01 57 23 is to remain in the Contract Documents, requiring that the Contractor propose and enact actions to minimize hydrogen sulfide odors coming from material placed on the beach, please provide information regarding what type of remediation would be acceptable to minimize such odors.

Response 28: See RFI response to item 10 above.

Question 29: The last sentence of Paragraph 3.10 D. of Section 35 20 23 states that “The cost to the Owner for verifying completion of the work after the initial inspection will be deducted from payments due to the Contractor.” Please clarify what cost would be deducted from the Contractor payment.

Response 29: See Paragraph 3.10 D. of Section 35 20 23. Any additional inspections due to unsatisfactory completion of the work will be deducted from the Contractor's payment.

Question 30: The Contract Documents state that Contractor must coordinate and cooperate in a manner to minimize impacts to others working in the area. Please confirm whether any such work is scheduled or anticipated during this Project.

Response 30: Per Spec. 01 11 00, access to the lifeguard station and parking lots are to remain open as shown in Sheet C07. There are no other known projects.

Question 31: Please confirm that if access is restricted by any party other than Contractor, such restrictions to access shall be considered an Excusable Compensable Delay. Owner agrees to pay Contractor's Standby Rates during any Excusable Compensable Delay.

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383

Response 31: Reference is made to DIVISION H Section 6 for any schedule related matters.

Question 32: Please confirm in the event of changes in laws or regulations (including applicable tariffs or duties) taking effect after submission of Contractor's bid, Contractor shall be entitled to an equitable adjustment to the extent such change impacts Contractor's cost and/or time of performance.

Response 32: The City is unable to confirm adjustments to the Contract in the event of changes in law or regulations after bid award.

Question 33: Since liquidated damages are assessed not as a penalty but as a reasonable pre estimate of probable damages when actual/direct damages are difficult to calculate, please confirm and update the contract documents to reflect that in the event of delayed performance, liquidated damages will be assessed in lieu of actual (direct and indirect/consequential) damages.

Response 33: For requirements associated with Liquidated Damages, please refer to DIVISION D Performance Bond, DIVISION C Equal Benefits Ordinance Disclosure Compliance, DIVISION H Section 6-9.

Question 34: "To reduce contingencies in Contractor bids, please include the following waiver of consequential damages: “Notwithstanding anything herein to the contrary, Contractor shall not be responsible or liable for and Owner hereby waives, any indirect, consequential or special damages of any type or nature whatsoever and howsoever arising, including, without limitation, loss of profits, loss of income, loss of business opportunity, business interruption, loss of use and/or loss of ability to use undamaged component or system parts, whether resulting from negligence, breach of contract or otherwise, and regardless of whether such damages may have been foreseeable.”" Response 34: Reference is made to DIVISION H Section 7-16 Indemnification.

Question 35: Please confirm that Contractor shall be entitled to an equitable adjustment in the Contract Time and/or Contract Price for delays caused by the acts or omissions of the Owner, other contractors of Owner, or anyone for whom Owner is responsible. The Contractor should not be required to bear the costs associated with such delays.

Response 35: Reference is made to DIVISION H Section 6 for any schedule related matters.

Question 36: Will this project receive Federal financial assistance (it is funded in whole or in part by the U.S. Government), yes or no?

Response 36: There is no federal funding on this project.

Question 37: Please provide the full name of the Federal agency providing financial assistance for this project.

Response 37: See response to RFI # 36 above.

Question 38: Please provide the date (day, month, and year) the Federal financial assistance grant or loan for this Project was awarded.

Response 38: See response to RFI # 36 above.

Question 39: If this project will receive Federal financial assistance and 2 CFR part 184 does not apply, please provide complete documentation from the Federal funding agency about

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383 the applicable domestic project preference requirements, and conform the contract documents.

Response 39: See response to RFI # 36 above.

Question 40: Please confirm Contractor shall be entitled to an equitable adjustment in the Contract Price and/or time for completion of the Work associated with any delays in the issuance of the permit(s) or any unanticipated impacts/changes to the Work required by such permit(s).

Response 40: Reference is made to DIVISION H Section 3 for changes related matters, and Section 6 for any schedule related matters.

Question 41: Please confirm in accordance with Section 1.06.A.4. of DIV J, SEC. 35 20 23, that Contractor is responsible only for hazardous materials brought to the Project site and/or generated by the Contractor, and will not be responsible for any pre-existing materials containing substances classified as hazardous, potentially hazardous, infectious, toxic or dangerous under applicable law, which shall be disposed of in strict compliance with all regulations as directed by Owner. With respect to any such pre-existing materials, Owner is the generator. Please modify Section 7-16.1.d. of the General Requirements accordingly.

Response 41: DIVISION H Section 7-16.1.d is not relevant to DIVISION J Section 1.06A.4, and therefore remains as is.

Question 42: In the event of an Owner suspension, please confirm that an equitable adjustment to the Contract Time, Price, or both will be granted commensurate with the suspension.

Response 42: Reference is made to DIVISION H Section 3 for changes related matters, and Section 6 for any schedule related matters.

Question 43: Please also consider limiting the potential period of suspension to allow bidders to make contingency plans (no limitations on the duration of suspensions could result in unnecessarily high bid prices).

Response 43: Reference is made to DIVISION H Section 3 for changes related matters, and Section 6 for any schedule related matters.

Question 44: "Please confirm Contractor is solely responsible for damage to known utilities and will not be responsible for damage to utilities not shown on the plans and specifications or identified by the utility locator service.

Contractor should not be responsible for damage to unknown, unidentified utilities located on the Owner's project site that cannot reasonably be discovered."

Response 44: Reference is made to DIVISION J Section 35 20 23 for several references on utilities.

Question 45: "Unlike land-based construction, completed dredging activities are subject to natural forces that are entirely outside the control of the Contractor. To clarify the intent of the warranty, please include the following warranty provision: "Upon Contractor’s advising Owner that the dredging has been completed, Owner shall inspect the Work and, if acceptable, shall advise Contractor of Owner’s acceptance thereof. Contractor in no way represents, guarantees or warrants that

Department of Public Works 411 West Ocean Boulevard, 5th Floor Long Beach, CA 90802

(562) 570-6383 any dredging or excavation will stay open, dredged or excavated for any period of time whatsoever.”

Response 45: See response to RFI # 25 above.

Question 46: Section 6-4.3 (b) of the Greenbook allows Owner to use any materials, equipment, tools, or other facilities furnished by the Contractor to secure and maintain the Work Site. The City will not operate or utilize specialized equipment requiring unique training, certification, or proprietary knowledge, except to the extend necessary to address imminent risk to public safety or property.
