About this opportunity

The City of Fort Worth is requesting bids on concrete pavement restoration work (PW 2027 Concrete Restoration Contract 3, City Project No. 106806) with bids due September 17, 2026 at 2:00 p.m. CST, and a mandatory pre-bid conference held September 4, 2026. A 30% small-business utilization goal applies; small businesses must be certified by the North Central Texas Regional Certifying Agency, Dallas-Fort Worth Business Council, Women's Business Council-Southwest, Texas Department of Transportation, or equivalent and physically located within Denton, Parker, Wise, Tarrant, and Johnson counties.

The scope includes approximately 11,705 square yards of 9-inch concrete pavement, 3,685 square yards of 7-inch concrete pavement, 2,000 cubic yards of flex base, and 8,000 square yards of geogrid installation, along with concrete driveway and sidewalk removal and replacement, curb and gutter work, ADA ramp construction, traffic control, pavement markings, and landscape and irrigation repair. The contract requires completion within 210 days from commencement. Work spans multiple street segments including N. Riverside Drive (a two-lane major arterial requiring temporary lane movements and flaggers during construction), Downing Drive, Chuparosa Drive, Grassy View Drive, and Qual Grove Drive. The engineer's estimate is $2.8 million. Liquidated damages are assessed at $650 per day for delays beyond the specified completion date.

Electronic bids must be submitted through the Bonfire Procurement Portal. Bidders must provide a bid bond equal to 5% of the maximum bid price, conflict-of-interest questionnaire, vendor compliance and worker's compensation certifications, completed small-business utilization form with supporting certificates, performance bond, payment bond, and maintenance bond (two-year defect warranty). The contractor must perform work valued at not less than 35% of the contract value with its own organization unless otherwise approved by the City. Contract award will be made to the lowest responsible and responsive bidder, with Texas resident bidder preference as required by Texas Government Code Chapter 2252.001. Council bid award is anticipated in October 2026, with pre-construction meeting in November and work commencing in December. Questions are due September 7, 2026 at 2:00 p.m. CDT through the Bonfire portal's Vendor Discussions section. Addendum No. 1, issued September 10, 2026, modified the proposal form, small-business goal specification, and submission instructions; bidders must acknowledge receipt in their proposal or face disqualification.
