About this opportunity

The City of Fort Worth is requesting bids on 2027 Asphalt Resurfacing Contract 5 (City Project No. 106796) under an Invitation to Bidders, with bids due September 10, 2026 at 2:00 PM CDT and a pre-bid meeting on August 25, 2026 at 9:00 AM. Prequalification for asphalt paving maintenance contractors is mandatory, with prequalification documentation due seven days before bid opening.

The scope encompasses approximately 49,000 square yards of 4-inch surface milling, 49,000 square yards of 4-inch asphalt pavement placement (2.5-inch Type B and 1.5-inch Superpave SP-D), 15,500 square yards of 11-inch pulverization with 3-inch asphalt replacement, 250 tons of cement-lime, concrete curb and gutter (5,300 linear feet), sidewalk and driveway repairs, ADA ramp construction, traffic control, and pavement marking. Asphalt base repair depths range from 6 to 8 inches. Work excludes the intersection at Sycamore School Road. Contractors must submit asphalt mix designs for City approval prior to production, using either Superpave or dense-graded mixtures with binder grade PG 70-22 for surface courses and PG 64-22 for base courses. In-place density testing occurs every 200 linear feet with compaction standards of 92.5% to 96.3%; sections not meeting standards incur removal and replacement or proportional payment reductions.

The engineer's estimate is approximately $4.3 million. The contract term is 210 days from commencement. Payment is structured as unit pricing for multiple line items, with allowances of $30,000 for irrigation and landscape repair and $150,000 for paving construction contingencies. A bid bond equal to 5% of the maximum bid price is required. Contractors must certify compliance with Texas Labor Code Section 406.096(a) regarding workers' compensation insurance for all employees and subcontractors and submit a Conflict of Interest Statement. Prequalification documentation must include current audited or reviewed financial statements, organizational documents, DUNS number, resumes of firm principals, and equipment schedules. Bidding capacity is calculated as positive net working capital multiplied by ten.

Questions are due September 14, 2026 at 2:00 PM CDT. All submissions must be uploaded via the Bonfire portal at https://fortworthtexas.bonfirehub.com/opportunities/247727. Addendum No. 1 was issued September 3, 2026; bidders must acknowledge receipt of all addenda or face disqualification. An Intent to Bid must be submitted by September 24, 2026 at 2:00 PM CDT.
