About this opportunity
The City of Phoenix Public Works Department is soliciting an Invitation for Bid (IFB) #26-FSD-031 for the purchase of motorcycles, specifically BMW R 1300 RT-P motorcycles or equivalent models for police operations. The procurement is structured as a three-year contract with two potential one-year extensions, commencing on or about February 1, 2026. The motorcycles are intended to support patrol, traffic enforcement, emergency response, and special unit deployment, with specific requirements for authority-grade equipment, integrated safety systems, and police-specific modifications. Key technical specifications include detailed requirements for engine performance, electrical systems, braking, and safety features. The bid was released on October 28, 2025, with a deadline for questions on November 7, 2025, and a final response deadline of November 19, 2025, at 11:00 am. Delivery will be to the City of Phoenix Fleet Services, with the expectation of new, current model year equipment and comprehensive warranty and support provisions. The City reserves the right to purchase additional quantities up to 100 percent of the specified amount, and pricing will be firm and fixed for the initial contract year, with potential annual price adjustments considered with proper documentation.
The procurement includes specific provisions for Disadvantaged Business Enterprise (DBE) and small business participation, requiring contractors to track and report all DBE and small business involvement in procurement, joint ventures, and services. Contractors must submit annual DBE/Small Business Participation Plans, demonstrating good faith efforts to promote and foster participation of small businesses and DBE firms. The City requires monthly documentation through their Certification and Compliance System, with contractors expected to identify and engage potential DBE suppliers using City and Federal databases. While no specific incumbent vendors are mentioned, the solicitation includes detailed requirements for sensitive security information handling and acknowledgment forms. The procurement documents suggest a comprehensive approach to vendor selection, with emphasis on DBE participation, technical specifications, and operational requirements. Although a specific budget range is not explicitly stated, the procurement allows for potential purchases of multiple motorcycles, indicating a significant investment in the City of Phoenix's law enforcement vehicle fleet.
