This is a Sensitive Security Information Acknowledgement Form issued by the City of Phoenix Aviation Department in connection with the procurement of motorcycles for the City of Phoenix Public Works Department. The form establishes protocols for handling documents containing sensitive security information controlled under 49 C.F.R. Parts 15 and 1520. The City of Phoenix is soliciting an Invitation for Bid (IFB) #26-FSD-031 for the purchase of BMW R 1300 RT-P motorcycles or equivalent models for police operations. The procurement is structured as a three-year contract with two optional one-year extensions, commencing on or about February 1, 2026. The solicitation was released on October 28, 2025, with a deadline for questions on November 7, 2025, and a final response deadline of November 19, 2025, at 11:00 am. Delivery will be coordinated through the City of Phoenix Fleet Services. The motorcycles are intended to support patrol, traffic enforcement, emergency response, and special unit deployment with authority-grade equipment and police-specific modifications.
Pricing will be firm and fixed for the initial contract year, with potential annual price adjustments subject to proper documentation and justification. The City reserves the right to purchase additional quantities up to 100 percent of the specified amount. The procurement includes specific provisions requiring Disadvantaged Business Enterprise (DBE) and small business participation, with contractors obligated to submit annual DBE and Small Business Participation Plans demonstrating good faith efforts to engage DBE suppliers and small business firms. Contractors must track and report all DBE and small business involvement and provide monthly documentation through the City's Certification and Compliance System. All recipients of solicitation documents containing sensitive security information must acknowledge the restrictions on disclosure and agree to destroy such documents upon completion of the bidding process or by the contract end date, in compliance with federal security information regulations.
