About this opportunity

The Melbourne Airport Authority (MAA) is seeking professional design services for mechanical, electrical, and plumbing (MEP) renovations at the Melbourne Orlando International Airport in Brevard County, Florida. The Request for Qualifications (RFQ) targets a comprehensive redesign of the airport's terminal MEP systems, which are original to the 1989 construction and require complete replacement. The scope of work encompasses designing a new central energy plant, including chillers, cooling towers, pumps, tanks, building automation systems, electrical distribution equipment, and new ductwork and piping systems across multiple terminal areas such as ticketing, mechanical mezzanine, atrium, concourses, and administrative spaces. Proposers must demonstrate a minimum of eight years of experience in similar work and provide references from at least three successful prior projects. The RFQ requires one original and six physical copies of qualification data, plus an electronic PDF copy, with submissions due by 2:00 PM EST on January 8, 2026. Evaluation criteria include references (10 points), local knowledge (10 points), and technical knowledge (18 points), with the Selection Committee recommending firms to the Melbourne Airport Authority Board for final approval.

The procurement does not specify specific set-aside designations for disadvantaged enterprises, but it emphasizes flexibility in firm composition, noting that all required qualifications need not exist within a single firm. The Melbourne Airport Authority is open to combining firms with complementary expertise to create custom professional teams. The overall MEP renovation project has a proposed budget of $10,000,000, to be completed in multi-phase, multi-year stages, with the first phase funded by a $3,500,000 Federal Aviation Administration (FAA) grant covering design costs and initial chiller plant work. Proposers must maintain appropriate Florida professional licenses, provide proof of required insurance coverage, and complete compliance forms including non-collusion statements and E-Verify acknowledgments. The first phase of design must be completed with bids received no later than February 27, 2026, and compensation will be negotiated on a fee basis following firm selection. The project timeline includes distributing submittals to the Selection Committee on January 15, 2026, with final rankings due by January 28, 2026, and a Board meeting for final approval.

The Melbourne Airport Authority (MAA) seeks qualified firms interested in providing PROFESSIONAL DESIGN SERVICES as outlined in the following Scope of Services for the Melbourne Orlando International Airport - located in Brevard County. The MAA is requesting grant funding from both federal and state agencies to replacing the existing mechanical, electrical and plumbing (MEP) systems within the existing terminal that was constructed in 1989. Most of the MEP systems still operating are original to the 1989 project and are in dire need of replacement. While the overall proposed budget for the MEP renovations is $10,000,000, grant funding will require a multi-phase, multi-year renovation of the overall project. The first phase of funding will be $3,500,000 from the Federal Aviation Administration (FAA) that will include the overall cost for the design of the project and the first phase of work which shall be part of a new chiller plant. This first phase of the design must be completed and bids received no later than February 27, 2026. MAA suggests you carefully review the qualifications and experience required in this RFQ. The Airport is not looking for potential firms that have all the resources in the RFQ under one roof but sufficient years of experience and project history for specific scopes of work that MAA can combine with other firms to create custom professional teams for specific projects as they may be needed in the future. The scoring on the RFQ will be specific on each qualification asked for. If you do not have those qualifications, you do not need to fill out that scope of services section.
