About this file
This is Addendum 2 to a Request for Qualifications issued by the Melbourne Airport Authority for Professional Design Services related to Mechanical, Electrical, and Plumbing (MEP) renovations at Melbourne Orlando International Airport in Brevard County, Florida. The addendum clarifies that the proposal submission deadline remains Thursday, January 8, 2026, at 2:00 PM EST. The document addresses four specific questions raised by prospective proposers regarding the scope of work: the location of the new Central Energy Plant and chilled water tank, the sizing requirements for the CEP beyond the existing 1989 HVAC systems, space allocation for mechanical equipment, and the feasibility of chilled water storage tanks with local utility providers. All responses indicate that these determinations will be made during the design analysis phase and are not pre-determined, placing significant design responsibility on the selected design professional firm.
The addendum confirms that specific technical decisions including equipment location, building requirements, and utility coordination have not been finalized and will be part of the design professional's responsibility. Proposers must acknowledge receipt of this addendum by addendum number and date under TAB 1 of their submission, with failure to do so potentially resulting in disqualification. The overall project involves replacing 1989-vintage MEP systems with a total proposed budget of $10,000,000 across multiple phases, with the first phase funded by a $3,500,000 FAA grant covering design costs and initial chiller plant work. The first phase design must be completed with bids received no later than February 27, 2026, and compensation will be negotiated on a fee basis following firm selection.

2. CIF-007: Is the intent for the new central energy plant be sized for more than just the 1989 installed HVAC?
RESPONSE: Yes.

RESPONSE: No. This will be part of the design analysis.
4. CIF-009: The RFP scope of work indicates the addition of new chilled water storage tanks and related systems. Has the feasibility of this approach been evaluated with the local utility provider? If a new chilled water tank is necessary, have potential installation locations already been identified?
