About this file

This is Addendum 3 to a Request for Qualifications (RFQ) issued by the Melbourne Airport Authority for professional design services for mechanical, electrical, and plumbing (MEP) renovations at the Melbourne Orlando International Airport in Brevard County, Florida. The addendum clarifies submission requirements and responds to proposer inquiries regarding qualification documentation and evaluation criteria. The proposal submission deadline remains Thursday, January 8, 2026, at 2:00 PM EST. Key clarifications include that Tab 3 submissions are required only from the prime firm, while Tab 4 submissions are required from the prime and any subconsultant whose Florida professional registration license will be used on the project. Regarding Tab 11, proposers must list all projects currently active or intended to be active during the course of the airport project and explain how they will meet contractual obligations with other concurrent projects, identifying where key personnel are currently assigned.

The addendum defines "local knowledge" as a primary evaluation criterion, establishing a tiered definition beginning with familiarity with the Melbourne Orlando International Airport and any prior work performed for the Authority or its tenants, followed by work experience within the City of Melbourne and knowledge of municipal codes and regulations, and extending to work performed within Brevard County. The evaluation framework maintains previously established scoring criteria, with the Selection Committee distributing submittals on January 15, 2026, issuing final rankings by January 28, 2026, and presenting recommendations to the Melbourne Airport Authority Board for approval. The overall MEP renovation project budget is $10,000,000, with the first phase funded by a $3,500,000 FAA grant covering design costs and initial chiller plant work, with design completion and bid receipt required by February 27, 2026.

ADDENDUM 3/PAGE 2 OF 2

2. CIF-011: For Tab 11: List each project currently under contract or pending contract including contracts as consultant to another firm. Describe how you will meet your current contract obligations if you are selected for an Airport project(s). Identify where key personnel assigned to this project are currently working. Are we to list all active projects (as we currently have 662) or will we limit it by a certain stage? A good portion of these are still open in our accounting, but that does not mean they are being actively being worked

on. Please clarify how you want this represented.

RESPONSE: All projects currently active or intended to be active during the course of this project should be listed. Your response should be to let the selection committee know how you plan to meet your contractual obligations with other active projects.

3. CIF-012: The RFQ refers to “Local knowledge”. What exactly do you consider local?

RESPONSE: Local knowledge starts with familiarity of the Melbourne Orlando International Airport and any work performed at the airport, either for the Authority or its tenants. This is followed by any work performed within the City of Melbourne and your knowledge of City codes and regulations. Next would be local knowledge or work performed within the County of Brevard.
