About this file
This document is a Selection Committee Results report for the Melbourne Airport Authority (MAA) regarding the Request for Qualifications (RFQ-25-010-01) for Professional Design Services for Terminal Mechanical, Electrical, and Plumbing Renovations at Melbourne Orlando International Airport in Brevard County, Florida. The MAA seeks qualified design firms to provide comprehensive MEP system renovations for the airport's terminal, which requires complete replacement of original 1989 systems. The scope includes designing a new central energy plant with chillers, cooling towers, pumps, tanks, building automation systems, electrical distribution equipment, and new ductwork and piping across multiple terminal areas including ticketing, mechanical mezzanine, atrium, concourses, and administrative spaces. Proposers were required to submit one original and six physical copies of qualification data plus an electronic PDF copy, with a submission deadline of 2:00 PM EST on January 8, 2026. The Selection Committee distributed submittals on January 15, 2026, with final rankings due by January 28, 2026, followed by a Melbourne Airport Authority Board meeting for final approval.
The overall MEP renovation project has a proposed budget of $10,000,000 to be completed in multi-phase, multi-year stages. The first phase is funded by a $3,500,000 Federal Aviation Administration (FAA) grant covering design costs and initial chiller plant work, with design completion and bid receipt required no later than February 27, 2026. Evaluation criteria included references (10 points), local knowledge (10 points), and technical knowledge (18 points). Proposers must demonstrate a minimum of eight years of experience in similar work and provide references from at least three successful prior projects. The RFQ emphasizes flexibility in firm composition, allowing the MAA to combine firms with complementary expertise rather than requiring all qualifications within a single firm. Proposers must maintain appropriate Florida professional licenses, provide proof of required insurance coverage, and complete compliance forms including non-collusion statements and E-Verify acknowledgments. Compensation will be negotiated on a fee basis following firm selection.
