About this file

This is Addendum 1 to a Request for Qualifications (RFQ) issued by the Melbourne Airport Authority for Professional Design Services related to Mechanical, Electrical, and Plumbing (MEP) Renovations at Melbourne Orlando International Airport in Brevard County, Florida. The project involves replacing original MEP systems installed in 1989 within the existing terminal. The RFQ seeks a single lead design professional firm responsible for selecting subconsultants as needed to meet project requirements, with no separate RFQ process for additional services. The revised proposal submission deadline is Thursday, January 8, 2026, at 2:00 PM Eastern Standard Time. The last day for questions is Wednesday, December 31, 2025, with the final addendum issued by January 8, 2026. Submittals will be distributed to the Selection Committee on Thursday, January 15, 2026, with the Committee's final rankings due Wednesday, January 28, 2026, followed by the Melbourne Airport Authority Board Meeting. The design must be completed with bids received no later than February 27, 2026, for the first phase of work.

The overall proposed budget for MEP renovations is $10,000,000, with the first phase funded by $3,500,000 in Federal Aviation Administration (FAA) grant funding, which covers the complete design cost and the initial phase of work for a new chiller plant. The project will be executed in multiple phases over several years as grant funding becomes available from federal and state agencies. The RFQ scoring is revised to 100 points with revised point allocations: References (10 points), Local Knowledge (10 points), and Technical Knowledge (18 points). The Melbourne Airport Authority clarified that the lead design firm bears responsibility for assembling their professional team and that firms need not possess all required qualifications under one roof, allowing the Airport Authority to combine multiple firms' expertise for custom professional teams as projects progress.

QUESTIONS AND RESPONSES:

1. CIF-001: When we add up the points, it only totals 96. What are the other 4 points?

RESPONSE: Refer to SPECIFICATIONS above, items 2 through 4 for revised point total to equal 100 points.

2. CIF-002: I’m reaching out regarding the Terminal Renovation RFQ. My understanding is that the Airport Authority intends to contract with a single design professional who may either perform the work independently or in collaboration with other firms.

Could you please clarify who will be responsible for selecting the subconsultants? Will this be directed by the Airport Authority, or will the selected consultant be responsible for assembling their own team, if needed? Additionally, if the Authority will be determining subconsultants, will those firms be chosen from among the teams that submit for this RFQ, or should we anticipate a separate RFQ process for those roles??

RESPONSE: The Melbourne Airport Authority will be contracting with a single design professional firm for all the services identified in this RFQ. The lead design firm will be responsible for selecting their subconsultants as needed to meet the requirements of this RFQ.

There will be no separate RFQ process for any other services.

3. CIF-003: I hope this message finds you well. Our team is currently preparing our submission and we wanted to kindly request a brief extension to the submission deadline. With several key staff members scheduled to be out of the office during the Thanksgiving holiday, a short extension would allow us to finalize a thorough and well-coordinated response that fully meets the County’s expectations.

RESPONSE: Refer to GENERAL above, item 1. Due to the combined November/December Board meeting being on December 10, 2025, any extension would push the Board approval to January’s meeting which is now included in this addendum. The revised submission date is now January 8, 2026 at 2:00PM EST.

4. CIF-004: Will 2 days be enough time for the selection committee to review all of the proposals?

RESPONSE: Refer to SPECIFICATIONS above, item 5 for revised TENTATIVE PROJECT

MILESTONE:

5. CIF-005: Is it possible to get more time to prepare our proposals?

RESPONSE: Yes. See GENERAL above, item 1. New due date is January 8, 2026.
