About this file

This is an Addendum No. 1 to a Request for Qualifications (RFQ) issued by the Melbourne Airport Authority (MAA) for professional design services related to mechanical, electrical, and plumbing (MEP) renovations at Melbourne Orlando International Airport in Brevard County, Florida. The MAA seeks qualified design firms to develop comprehensive plans for replacing the airport's terminal MEP systems, which are original to the facility's 1989 construction and require complete replacement. The scope includes designing a new central energy plant with chillers, cooling towers, pumps, tanks, building automation systems, and electrical distribution equipment, as well as new ductwork and piping systems throughout multiple terminal areas including ticketing, mechanical mezzanine, atrium, concourses, and administrative spaces. Proposers must submit one original and six physical copies of qualification data plus an electronic PDF copy, with submissions due by 2:00 PM EST on January 8, 2026. The first phase of design must be completed with construction bids received no later than February 27, 2026. Submittals will be distributed to the Selection Committee on January 15, 2026, with final rankings due by January 28, 2026, followed by a Board meeting for final approval.

The overall MEP renovation project has a proposed budget of $10,000,000 to be completed in multi-phase, multi-year stages. The first phase is funded by a $3,500,000 Federal Aviation Administration grant covering design costs and initial chiller plant work. Proposers must demonstrate a minimum of eight years of experience in similar work and provide references from at least three successful prior projects. Evaluation criteria include references (10 points), local knowledge (10 points), and technical knowledge (18 points). The RFQ emphasizes that the MAA is open to combining firms with complementary expertise rather than requiring all qualifications within a single firm. Proposers must maintain appropriate Florida professional licenses, provide proof of required insurance coverage, and complete compliance forms including non-collusion statements and E-Verify acknowledgments. Compensation will be negotiated on a fee basis following firm selection.

QUESTIONS AND RESPONSES:

1. CIF-001: When we add up the points, it only totals 96. What are the other 4 points?

RESPONSE: Refer to SPECIFICATIONS above, items 2 through 4 for revised point total to equal 100 points.

2. CIF-002: I’m reaching out regarding the Terminal Renovation RFQ. My understanding is that the Airport Authority intends to contract with a single design professional who may either perform the work independently or in collaboration with other firms.

Could you please clarify who will be responsible for selecting the subconsultants? Will this be directed by the Airport Authority, or will the selected consultant be responsible for assembling their own team, if needed? Additionally, if the Authority will be determining subconsultants, will those firms be chosen from among the teams that submit for this RFQ, or should we anticipate a separate RFQ process for those roles??

RESPONSE: The Melbourne Airport Authority will be contracting with a single design professional firm for all the services identified in this RFQ. The lead design firm will be responsible for selecting their subconsultants as needed to meet the requirements of this RFQ.

There will be no separate RFQ process for any other services.

3. CIF-003: I hope this message finds you well. Our team is currently preparing our submission and we wanted to kindly request a brief extension to the submission deadline. With several key staff members scheduled to be out of the office during the Thanksgiving holiday, a short extension would allow us to finalize a thorough and well-coordinated response that fully meets the County’s expectations.

RESPONSE: Refer to GENERAL above, item 1. Due to the combined November/December Board meeting being on December 10, 2025, any extension would push the Board approval to January’s meeting which is now included in this addendum. The revised submission date is now January 8, 2026 at 2:00PM EST.

4. CIF-004: Will 2 days be enough time for the selection committee to review all of the proposals?

RESPONSE: Refer to SPECIFICATIONS above, item 5 for revised TENTATIVE PROJECT

MILESTONE:

5. CIF-005: Is it possible to get more time to prepare our proposals?

RESPONSE: Yes. See GENERAL above, item 1. New due date is January 8, 2026.
