About this file
This is Addendum 2 to a Request for Qualifications (RFQ) issued by the Melbourne Airport Authority for professional design services related to mechanical, electrical, and plumbing (MEP) renovations at Melbourne Orlando International Airport in Brevard County, Florida. The addendum, issued December 8, 2025, clarifies that the proposal submission deadline remains Thursday, January 8, 2026, at 2:00 PM (EST). The project scope involves designing MEP system replacements for the airport's existing terminal constructed in 1989, with the overall proposed renovation budget of $10,000,000. The design must be completed with bids received no later than February 27, 2026. Key design considerations include a new Central Energy Plant, chilled water storage tanks, and related systems, with the specific location and sizing of these facilities to be determined as part of the design analysis. The addendum addresses four clarifying questions from prospective proposers, confirming that the Central Energy Plant location, sizing scope, equipment space requirements, and feasibility of chilled water storage systems will all be determined by the selected design professional.
The first phase of work will be funded by $3,500,000 in Federal Aviation Administration (FAA) grant funding, which covers both the overall design costs and the initial construction phase for the new chiller plant. The Melbourne Airport Authority is not requiring all requested qualifications to be available within a single firm but welcomes combinations of firms with relevant experience and project history in specific scopes of work. Scoring in the RFQ will be specific to each qualification requested, and firms lacking particular qualifications do not need to submit responses for those sections. Proposers must acknowledge receipt of this addendum by signing and returning the first sheet via email to Sandra Acevedo at sacevedo@mlbair.com or by facsimile at (321) 723-1194, with failure to do so potentially resulting in disqualification.

2. CIF-007: Is the intent for the new central energy plant be sized for more than just the 1989 installed HVAC?
RESPONSE: Yes.
3. CIF-008: The mechanical equipment for the central energy plant will require dedicated space, has an area within the existing building been identified to house the equipment or will a new building be required. If a new building is required, have available locations been identified?
RESPONSE: No. This will be part of the design analysis.
4. CIF-009: The RFP scope of work indicates the addition of new chilled water storage tanks and related systems. Has the feasibility of this approach been evaluated with the local utility provider? If a new chilled water tank is necessary, have potential installation locations already been identified?
RESPONSE: No. We will look to the Design Professional to determine what is best for the airport.
