About this file
This is a Request for Qualifications (RFQ) issued by the Melbourne Airport Authority for professional design services for mechanical, electrical, and plumbing (MEP) renovations at Melbourne Orlando International Airport in Brevard County, Florida. The scope of work encompasses design services for MEP system replacements throughout the airport terminal, including the ticketing area, mechanical mezzanine, atrium, domestic concourse, ground handling area, baggage claim, car rental area, federal inspection station, VIP lounge, police station, TSA offices, and administrative offices. The project involves designing a new central energy plant with chillers, cooling towers, pumps, tanks, building automation systems, electrical distribution equipment, and new ductwork and piping systems. Qualifications packages are due by 2:00 PM EST on December 2, 2025, to Sandra Acevedo, Construction Administrator, at the Melbourne Airport Authority Office of the Executive Director. The first phase of design must be completed with bids received no later than February 27, 2026. The Selection Committee will review submissions and recommend firms to the Melbourne Airport Authority Board for approval, with interviews or presentations potentially required for shortlisted firms. The Board meeting for final approval is scheduled for December 10, 2025.
The overall MEP renovation project has a proposed budget of $10,000,000 with multi-phase, multi-year funding requirements. The first phase of funding totals $3,500,000 from the Federal Aviation Administration (FAA) and includes all design costs and the initial chiller plant work. The Melbourne Airport Authority is seeking single design contracts with firms capable of completing the entire design either through in-house expertise or by managing multiple subconsultants; multiple separate design contracts will not be considered. Firms must demonstrate a minimum of eight years of experience in similar work and provide references from at least three prior successful projects. Respondents must submit one original and six copies of qualification data plus one complete electronic PDF copy. Compensation will be negotiated on a fee basis following selection. The Airport is not seeking firms with all required resources under one roof but rather sufficient experience and project history that the Airport can combine with other firms to create custom professional teams as needed. Firms must maintain appropriate professional licenses in Florida, provide proof of required insurance coverage, and complete all compliance forms including non-collusion statements, debarment certifications, and E-Verify acknowledgments.

PROJECT DESCRIPTION
The Melbourne Airport Authority (MAA) seeks qualified firms interested in providing PROFESSIONAL DESIGN SERVICES as outlined in the following Scope of Services for the Melbourne Orlando International Airport - located in Brevard County.
The MAA is requesting grant funding from both federal and state agencies to replacing the existing mechanical, electrical and plumbing (MEP) systems within the existing terminal that was constructed in 1989. Most of the MEP systems still operating are original to the 1989 project and are in dire need of replacement. While the overall proposed budget for the MEP renovations is $10,000,000, grant funding will require a multi-phase, multi-year renovation of the overall project. The first phase of funding will be $3,500,000 from the Federal Aviation Administration (FAA) that will include the overall cost for the design of the project and the first phase of work which shall be part of a new chiller plant.
