About this opportunity
The City of Dania Beach, Florida, issued a Request for Qualifications (RFQ) for professional architectural services to support the historic rehabilitation and restoration of the M.C. Frost House, a Mediterranean Revival-style residence constructed in 1924 and located at 400 South Federal Highway in Dania Beach. The selected architectural firm will provide comprehensive design, preservation planning, and bidding assistance services organized into three project phases: Phase I (Interior Rehabilitation and Functional Redesign), Phase II (Exterior Restoration and Historic Preservation), and Phase III (Landscape and Site Design for Event Use). Key deliverables include as-built drawings, selective demolition plans, detailed construction specifications, roof and building envelope waterproofing design, structural engineering assessment and design, mold remediation coordination, mechanical/electrical/plumbing system evaluations and corrections, preparation of renderings suitable for public presentation, preparation of a Certificate of Appropriateness application for submission to the Broward County Historic Preservation Board, construction-phase support services including site visits and responses to requests for information, grant funding identification and application support, and comprehensive documentation of existing conditions through field assessment. Proposers must be Florida-licensed architects with a minimum of ten years of continuous practice under the same corporate entity and documented completion of at least five similar-scope restoration and adaptive reuse projects for local government agencies within Monroe, Miami-Dade, Broward, or Palm Beach counties, with demonstrated experience in applying the Secretary of the Interior's Standards for the Treatment of Historic Properties. The RFQ was released on February 25, 2026, with a non-mandatory pre-proposal conference scheduled for March 11, 2026, at 11:00 a.m. at the M.C. Frost House site; written questions must be submitted by April 1, 2026, at 11:00 a.m.; and sealed proposals are due by April 10, 2026, at 11:00 a.m., with submission through the City's e-Procurement Portal. Evaluation criteria include firm qualifications and experience with historic preservation projects (25 points), qualifications and expertise of assigned professional staff (25 points), understanding and approach to project delivery (25 points), and minority or women business enterprise (MWBE) certification status under Florida Statute 287.055 (5 bonus points).
The RFQ contains no explicit set-aside designations for disadvantaged enterprises, though firms holding Certified Minority Business Enterprise designation under Florida Statute 287.055 will receive five evaluation points as a preference factor. No incumbent vendors or current contractors are identified in the solicitation documents. Proposers must maintain comprehensive insurance coverage, including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Professional Liability/Errors and Omissions coverage of $2,000,000 per occurrence, Workers' Compensation at Florida statutory limits, and Business Automobile Liability of $1,000,000 combined single limit, with preliminary certificates of insurance required at proposal submission and official certificates due within fourteen business days of the Notice of Selected Proposer. All proposers must submit five references from municipalities or government entities for similar projects completed within the past five years, along with financial statements, litigation history disclosures for the past ten years, Equal Opportunity employer certifications, and notarized affidavits addressing anti-human trafficking compliance, public entity crimes certification, non-collusion, accuracy of proposal, and drug-free workplace certification. The RFQ does not specify a contract value or budget range; compensation will be established through negotiation based on the selected proposer's fee proposal and will be paid in accordance with Florida's Local Government Prompt Payment Act, with the City responsible for reimbursement of approved permit application fees and provision of site access. All records generated under the contract will remain the property of the City and must be delivered within seven days of contract completion or termination.

The requested architectural services encompass a comprehensive historic restoration of the Frost House, a distinguished example of the Mediterranean Revival style and a significant architectural landmark from the city's 1920s development era. Our goal is rooted in respect for the building's original character, craftsmanship, and materials, ensuring that all restoration and rehabilitation efforts align with the Secretary of the Interior's Standards for the Treatment of Historic Properties.
As part of this scope, the selected consultant must provide all necessary services to prepare a complete Certificate of Appropriateness (COA) Application for submission to the Broward County Historic Preservation Board and support the City throughout the approval process. Prior to the completion of any drawings, the consultant must perform a thorough on-site field condition assessment to document existing conditions, verify dimensions, and identify any deterioration or issues that may affect the restoration approach. This includes compiling required documentation, drawings, narratives, and any ancillary materials needed to secure the Board's authorization for the proposed restoration work.
Additionally, the consultant must identify, research, and assist the City in pursuing available grant opportunities related to historic preservation and restoration. This includes providing guidance on eligibility, preparing application materials, and supporting the full process of submitting and obtaining grant funding for the project.
The Frost House is notable for its textured stucco walls, red clay tile roofs, arched openings, wrought-iron balconies, and finely detailed wood and masonry craftsmanship. The two-story residence-with its complex roofline, sweeping L-shaped veranda, and harmonious blend of indoor and outdoor spaces-exemplifies the period's architectural refinement. Accompanied by a masonry privacy wall and a two-story garage apartment, the property retains exceptional integrity in both form and materials.
