About this opportunity

The Greater Orlando Aviation Authority (GOAA) is soliciting proposals for comprehensive pre-employment background investigation services through RFP 24-260. The procurement seeks a contractor capable of conducting thorough background checks for all potential new hires, including social security searches, criminal history checks, education and employment verifications, and Department of Motor Vehicle record checks. Vendors must provide skilled personnel, necessary labor, supervision, and equipment to perform investigative functions in full compliance with federal and state laws governing third-party background investigations. The evaluation process will utilize a 100-point scoring system, with points allocated as follows: experience and qualifications (25 points), methodology and approach (25 points), timeliness of service (20 points), additional requirements (10 points), and pricing (20 points). The solicitation was released on February 4, 2024, with a response deadline of February 27, 2024. The procurement committee is scheduled to review proposals on April 2, 2024, with a recommendation to the Aviation Authority Board on May 15, 2024. The resulting contract is expected to commence on or about July 1, 2024, and will have a 60-month duration.

The contract encompasses the Greater Orlando Aviation Authority's current workforce of approximately 890 employees, with anticipated growth of 25% during the contract period. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP requires the selected vendor to provide a secure online platform capable of interfacing with cloud-based application systems and maintaining strict confidentiality of investigative information. The vendor must ensure comprehensive background checks that protect the organization's integrity and comply with all relevant legal requirements. Although specific budget ranges are not disclosed, the contract's scope suggests a significant investment in maintaining robust pre-employment screening processes. The successful contractor will need to demonstrate advanced technological capabilities, including a secure digital platform for conducting and managing background investigations, and the ability to scale services to meet the organization's projected growth and evolving workforce needs.
