About this opportunity

The City of Atlanta, on behalf of the Department of Aviation, is soliciting qualified contractors through a multi-step sealed bid process—prequalification phase followed by Invitation for Bids—to design, furnish, implement, and provide ongoing managed services for a Hybrid Private Cloud Modernization solution with Disaster Recovery as a Service (DRaaS) across two on-premises data centers and an offsite disaster recovery environment, with a pre-solicitation conference to be noticed and held to provide additional details. A separate attachment addresses environmental remediation at the Chattahoochee Brick Company site (SOQ/GS/DCP/2603-120159), which is the scope described in the attached documents; the lead procurement appears focused on the hybrid cloud modernization for Aviation operations, though the filing bundles both opportunities.

For the Chattahoochee Brick Company environmental remediation contract, the City of Atlanta has established a 35.00% Small Business Enterprise (SBE) participation goal based on availability analysis. SBE firms must be certified by the City of Atlanta's Office of Contract Compliance or have certification applications pending prior to bid submission. All bidders must submit a Covenant of Non-Discrimination (SBO-1), Subcontractor Contact Form (SBO-2), and Subcontractor Project Plan (SBO-3), along with Letters of Intent from all proposed subcontractors; failure to submit complete forms timely renders bids non-responsive.

The environmental remediation scope encompasses excavation and off-site disposal of approximately 3,800 cubic yards (5,700 tons) of contaminated soils and an estimated 2,500 additional cubic yards of PCB-contaminated subsurface soils from a 75.4-acre former brick manufacturing facility. Work must comply with Davis-Bacon prevailing wage requirements, OSHA Standard 1910.120, and federal cross-cutting requirements including Section 106 archaeological review. CHA Consulting, Inc. serves as Qualified Environmental Professional.

The contract base value is $1.34 million ($446,000 annually for three years), with total five-year value of $2.23 million including two optional one-year renewals. Funding is provided entirely through EPA FY23 Brownfield Cleanup Grant (Cooperative Agreement #02D61223), with a grant period extending October 1, 2023, to September 30, 2027. All contractors must maintain Workers' Compensation at statutory limits, Commercial General Liability of $1 million per occurrence / $2 million aggregate, Commercial Automobile Liability of $1 million combined single limit, and all-risk property coverage; insurance providers must maintain Best's A- rating or better with Financial Size Category VII or higher. The City of Atlanta must be named as certificate holder and additional insured. Final performance reporting and closeout documentation are due within 120 days of project expiration.

Opportunity text

The City of Atlanta, on behalf of the Department of Aviation, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bids (IFB) for the procurement of a qualified contractor to design, furnish, implement, and provide ongoing managed services for a Hybrid Private Cloud Modernization solution with Disaster Recovery as a Service (DRaaS) across two on-premises data centers and a third offsite disaster recovery environment. Interested vendors during the prequalification phase will be evaluated based on their demonstrated experience designing, implementing, and supporting enterprise hybrid cloud infrastructure, disaster recovery solutions, VMware-based virtualization environments, HPE platforms, managed IT services, and mission-critical data center operations. Vendors must also demonstrate expertise in cloud architecture, cybersecurity, regulatory compliance, AI-enabled monitoring and automation, disaster recovery planning, and the ability to deliver comprehensive professional services, including migration, testing, training, documentation, and ongoing operational support. Evaluation will also consider personnel qualifications and certifications, technical capabilities, past performance, and the firm's ability to meet performance requirements, security standards, and implementation schedules. The City's expectation is that the selected vendor delivers a secure, resilient, scalable, and highly available hybrid private cloud environment that supports mission critical Airport operations while providing predictable service levels, enhanced operational efficiency, robust disaster recovery capabilities, and long-term technology modernization. A Pre-Solicitation Conference will be noticed and held to provide additional details and answer questions from interested vendors. We look forward to your participation.
