About this opportunity

The City of Atlanta, on behalf of the Department of Watershed Management and Atlanta Department of Transportation, is conducting a pre-qualification phase followed by an Invitation for Bid for specialized printing services, with a pre-solicitation conference notice forthcoming and proposal due June 19, 2026.

The scope encompasses high-volume printing and mailing services across two groups. Group 1 includes annual water-quality reports (165,000 copies per year), monthly bill inserts (165,000 per month or 1,980,000 annually), generic brochures, and printing and mailing for notification letters, postcards, and invitations. Group 2 covers card printing with list cleanup and mailing, door hangers, letters with envelopes, and booklets in 50-, 100-, and 200-page quantities. Group 2 pricing must cover 10,000; 25,000; 50,000; and 100,000 piece quantities. Vendors must demonstrate firm experience, operational capacity, production capabilities, mailing and fulfillment experience, and same-day and 24-hour rush service capability.

The contract term is one year with a possibility of one-year renewal, structured as a single purchase order drawn down as needed. Vendors must provide a 12-month warranty from acceptance, maintain delivery schedules with 10 days' notice for changes, and comply with Federal OSHA and Georgia OSHA requirements. All materials must be packaged in 200-pound crush-test cartons (maximum 60 pounds) with paper banding, delivered to either DATAMATX, INC. or DWM Communications depending on product type. Shipping and packing costs, including out-of-state charges, are vendor responsibility. Vendors must identify subcontractors and ensure IIREA form completion. Payment terms are net 30 calendar days or 5% discount within 10 days. Bid sheets must be signed in blue ink without white-outs; specification pages must be signed by an authorized representative. Vendors must submit an itemized annual Report of Purchases within 15 days after contract anniversary; failure to submit results in forfeiture of future contracts. The City reserves the right to conduct plant and facility inspections and assess onsite evaluation costs within 30 days of invoice receipt post-award.
