About this opportunity

The Orange County Transportation Authority is soliciting proposals for an operator assault prevention program assessment under RFP 250180, with proposals due March 10, 2026 at 2:00 p.m. No set-aside or DBE participation goal applies; DBE commitment is not required as a condition of award.

The scope spans six tasks over 90 to 120 calendar days from kickoff: project initiation and work plan development, current program assessment including policy review and stakeholder interviews, peer and industry best practices review benchmarking against at least five comparable transit agencies, gap analysis comparing OCTA practices against industry standards, development of prioritized strategic recommendations with implementation timelines, and delivery of a final comprehensive report with executive presentation. The contractor must conduct in-person work at multiple OCTA locations in California (Santa Ana, Garden Grove, Irvine, Anaheim, and Orange) and demonstrate proven experience in transit operator assault prevention, behavioral threat assessments, public transportation safety, PTASP and SMS programs, and safety audits. All deliverables must be provided in editable formats with ownership and post-project usage rights transferring to OCTA. The contractor's personnel are prohibited from authorizing actions, directing votes, obligating OCTA to any course of action, or entering into contractual agreements on behalf of the Authority without significant intervening substantive review by OCTA personnel, counsel, and management.

The contract is firm fixed price at $125,000 for a six-month term, funded entirely through Federal Transit Administration Section 5307 Urbanized Area Formula Grant funds. The evaluation committee will score proposals on Qualifications of the Firm (25 points), Staffing and Project Organization (20 points), Work Plan (30 points), and Cost and Price (25 points). The pre-proposal conference is scheduled for February 18, 2026 at 3:00 p.m., available in-person at OCTA's Administrative Office (550 South Main Street, Orange, California, Conference Room 09) and via Microsoft Teams teleconference. Written questions are due February 19, 2026 at 2:00 p.m. Interviews are scheduled for April 1, 2026. The contractor must maintain Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, Employers' Liability ($1,000,000 per accident), and Professional Liability ($1,000,000). Offerors must comply with federal economic sanctions requirements and submit required federal forms including Certification of Restrictions on Lobbying. Proposal length may not exceed 50 pages, excluding appendices, cover letters, resumes, and forms. OCTA reserves the right to negotiate contract terms with the selected offeror and to negotiate simultaneously with several offerors before making the final award.
