About this file

This is a procurement plan document prepared by the Orange County Transportation Authority (OCTA) for RFP 250180, an Operator Assault Prevention Program Assessment. The project requires qualified consultants to conduct a comprehensive transit operator assault prevention program assessment, including interviews, on-site assessments, peer reviews, and development of recommendations. The contract term is specified as three months in the procurement plan, though the related contract opportunity documentation indicates a six-month term. The scope of work is structured to be managed under a time-and-expense contract format given the specialized nature of the professional services required.

The contract is valued at $125,000 and will be funded through local Measure M sources. This RFP procurement type was selected because multiple evaluation factors beyond cost must be considered for selection. The evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing/Project Organization (20%), Work Plan (30%), and Cost (25%). The contract is designated as time-and-expense based, requiring firms to propose hourly rates for the specialized professional services. An independent cost estimate has been received, and requisition R000590 has been submitted. The procurement plan identifies an evaluation team comprising internal OCTA staff members from Scheduled and Bus Operations Support, Safety and Environmental, Security & Emergency Preparedness, and Bus Operations-Administration departments. No prevailing wage requirements, liquidated damages, retention provisions, or DBE goals are specified for this procurement.
