About this file
This is a Procurement Plan memo from the Orange County Transportation Authority (OCTA) dated January 27, 2026, outlining the procurement strategy for RFP 250180 to assess the agency's operator assault prevention program. The OCTA seeks qualified consultants to conduct a comprehensive assessment that includes interviews, on-site assessments, peer reviews, and development of recommendations. The contract term is three months, with a total budget of $125,000. The procurement will follow an RFP process with evaluation criteria weighted as follows: Qualifications of the Firm (25%), Staffing/Project Organization (20%), Work Plan (30%), and Cost (25%). The evaluation team includes internal staff from Scheduled and Bus Operations Support, Safety and Environmental, Security & Emergency Preparedness, and Bus Operations-Administration departments.
The contract will be structured as a Time & Expense agreement to accommodate the specialized professional services and hourly rates required for this project. Funding will be provided through Local Measure M sources. An Independent Cost Estimate has been received, and Requisition R000590 has been submitted. The procurement plan does not indicate prevailing wage requirements, liquidated damages, or DBE goals as applicable to this solicitation. Project Manager Melissa Mungia and Section Manager Iris Deneau provided their concurrence on February 11, 2026. Note that while the procurement plan specifies a three-month contract term, the related opportunity description references a six-month term funded through Federal Transit Administration (FTA) sources.

Procurement Type: ☒ RFP ☐ IFB
Justification:
A Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.
Evaluation Criteria:
PROPOSAL WEIGHT
Qualifications of the Firm 25% Staffing/Project Organization 20% Work Plan 30% Cost 25% Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 25 percent to ensure firms have prior experience performing similar services. Staffing and project organization is weighted at 20 percent as the firm must demonstrate it has the requisite personnel for this project. Work plan is weighted at 30 percent as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work. Cost is weighted at 25 percent so rates remain competitive and OCTA receives value for the services provided.
Contract Type: ☐ Time & Expense ☐ CTO-Based ☒ Firm Fixed Price
