About this file
This is an internal procurement plan memorandum from the Orange County Transportation Authority (OCTA) dated January 27, 2026, regarding RFP 250180 for an Operator Assault Prevention Program Assessment. The procurement seeks qualified consultants to conduct a comprehensive transit operator assault prevention program assessment through a three-month contract term (with a discrepancy noting a six-month term in the related contract opportunity). The scope of work includes interviews, on-site assessments, peer reviews, and development of recommendations. The evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing/Project Organization (20%), Work Plan (30%), and Cost (25%). The suggested internal evaluation team includes the Department Manager for Scheduling and Bus Operations Support, Department Manager for Safety and Environmental, Department Manager for Security & Emergency Preparedness, and Department Manager for Bus Operations-Administration.
The contract is structured as time-and-expense with a total budget of $125,000, utilizing Local Measure M and FTA (Federal Transit Administration) funding sources. The procurement plan indicates that an independent cost estimate was received and that requisition R000590 was submitted. No prevailing wage requirements, liquidated damages provisions, or DBE goals are specified in this document. Project manager concurrence was provided by Melissa Mungia on January 28, 2026, with section manager concurrence from Iris Deneau. The RFP procurement type was selected because multiple evaluation factors beyond cost must be considered for consultant selection.

Procurement Type: ☒ RFP ☐ IFB
Justification:
A Request for Proposals (RFP) procurement type is applicable because there are multiple factors for selection to be considered beyond cost.
Evaluation Criteria:
PROPOSAL WEIGHT
Qualifications of the Firm 25%
Staffing/Project Organization 20%
Work Plan 30%
Cost 25%
Justification: The standard 25 percent for each criterion was not used for this procurement. Qualifications of the firm is weighted at 25 percent to ensure firms have prior experience performing similar services. Staffing and project organization is weighted at 20 percent as the firm must demonstrate it has the requisite personnel for this project. Work plan is weighted at 30 percent as the firm must demonstrate it has the understanding associated with this project in order to complete the tasks required under the scope of work. Cost is weighted at 25 percent so rates remain competitive and OCTA receives value for the services provided.
