About this opportunity
The City of Owensboro is seeking a qualified contractor to furnish all labor, materials, equipment, and incidentals to construct asphalt pavement at the Owensboro Police Department Training Facility, with bids due June 18, 2026.
The project involves converting an existing aggregate surface to asphalt paving across approximately 30,800 square feet on Hill Bridge Road south of Owensboro. The scope includes 24-foot-wide asphalt paved areas, four-foot-wide concrete sidewalks, and striping. Section 404 permits from the U.S. Army Corps of Engineers and Section 401 permits from the Kentucky Department of Water have been obtained. A preconstruction conference must be held before work commences, with the contractor submitting preliminary schedules within ten days of the effective date or at that conference.
The contract uses the EJCDC C-520 standard form between owner and contractor on a stipulated-price basis. The contractor must submit a performance bond and payment bond, each in an amount equal to the contract price, along with a bid bond. Performance bonds must remain in effect until one year after final payment. The contractor bears full responsibility for all supervision, safety, permits, insurance, and compliance with applicable laws and regulations, including submission of all revised plans stamped by a licensed Professional Engineer registered in Kentucky. The contract requires substantial completion with the roadway open to traffic, followed by 100% project completion within 30 calendar days after substantial completion. Contract time extensions are available for adverse weather conditions documented by National Oceanic Atmospheric Administration data and for unusually severe weather exceeding anticipated conditions. Progress payments are made monthly with 10% retainage held on completed work (reducible to 5% at the City's discretion after 50% completion). Kevin Collignon, P.E., City Engineer, serves as the Engineer with authority over the work and is located at 1410 W. Fifth Street, 270-687-8641.
