About this opportunity
The City of St. Petersburg is requesting bids on office paper products—envelopes, copy paper, and related supplies—under a multi-year agreement with responses due June 9, 2026 at 3:00 p.m. via the OpenGov Procurement portal. Business Enterprise participation is required; bidders must complete either a Letter of Intent (Form A) documenting certified SBE, MBE, or WBE subcontractor commitments or a Good Faith Efforts form (Form B) demonstrating outreach to certified firms and justifying any inability to achieve participation goals.
The scope comprises nine line items: custom-printed utility bill envelopes with specific window and postage-permit specifications (Items 1–3), perforated utility bill paper (Item 4), and virgin bond copy paper in multiple grades and sizes (Items 5–9). Estimated annual quantities range from 1 to 5,000 cases per item. Bidders must submit one customized sample of each primary product category by the closing deadline or face disqualification. All items must be delivered to the Consolidated Warehouse (327 17th Street North, St. Petersburg, FL 33713) within seven business days of purchase order receipt; custom-printed items have a seven-business-day window from final artwork approval.
The initial contract term is three years, with the City retaining renewal rights for two additional one-year periods on the same terms and conditions. The City will award to a single vendor but reserves the right to split orders or award individual items as it deems in its best interest. Unit prices must include delivery and remain firm for the first twelve months; thereafter, price adjustments require written justification and mutual agreement.
Vendor qualifications include Florida Division of Corporations registration, minimum one year of experience supplying office paper products, adequate insurance coverage (commercial general liability of $1 million per occurrence / $2 million aggregate; commercial automobile of $1 million combined single limit), at least three customer references, E-Verify certification, and Florida Statute 287.135 compliance. A bid bond of 5% of bid value and a performance and payment bond are required. The City identifies indemnification, insurance, governing law and venue, and limitations on dispute resolution as non-negotiable terms. Questions were due May 25, 2026.
