About this file

This is a Subcontractor Summary Spreadsheet instruction document from the City of St. Petersburg, Florida, designed for use with shelter-related construction bids. The document establishes the framework for prime contractors to identify and manage subcontractors on city projects, with subcontracting permitted up to 80 percent of the contract value for shelter bids. Prime contractors must complete and submit the worksheet with their bid proposal, listing all intended subcontractors with complete legal names, business addresses, contact information for project supervisors, trade classifications, and subcontract amounts. The instructions specify that subcontractors may be substituted only under defined circumstances, including failure to execute contracts, inappropriate licensing, bankruptcy or insolvency, ineligibility, failure to perform, unsatisfactory work quality, or substantial project delays or disruption.

Small Business Enterprise (SBE) and Minority/Women-Owned Business Enterprise (MWBE) subcontractors used to meet percentage requirements must be replaced with qualifying contractors if substituted, unless the prime contractor demonstrates compliance through alternative means. The worksheet tracks additions and deletions of subcontractors with corresponding reason codes and requires city approver authorization and dates for all changes. Requests for subcontractor modifications must be submitted in writing to the City's Procurement & Supply Management department, specifically to the Contracts Compliance Manager. The instructions note that subcontracting restrictions and multi-tier subcontractor limitations do not apply to Florida Department of Transportation (FDOT) Locally Administered Projects or federally funded projects.
