About this opportunity
Hillsborough County Public Schools (HCPS) is soliciting proposals for an Occupational Health Program Services contract through RFP 25079-RFP-MST, seeking qualified vendors to provide comprehensive medical and health-related services. The procurement encompasses random drug testing for current employees, new hire drug testing, and occupational physicals across various job classifications. Specific services include DOT physicals, heavy and light physical labor assessments, fit for duty evaluations, drug and alcohol testing, immunization programs, and specialized medical screenings. The evaluation process will use a weighted criteria system totaling 100 points, with cost/value accounting for 35 points, overall assessment 25 points, qualifications and experience 25 points, and additional points for Small Business Encouragement Program (SBEP) vendors. Proposers must demonstrate a minimum of three years of experience, provide three business references, and comply with E-Verify and confidentiality standards. The proposal is due on June 19, 2025, at 3:00:00 PM, with the initial contract term beginning on the first business day after Board approval.
HCPS encourages participation from small businesses and diverse vendors, with optional self-identification opportunities for small/local businesses, service-disabled veterans, and minority-owned enterprises. The procurement includes provisions for African American, Asian American, Hispanic American, and other diverse business classifications. The contract is valued at approximately $700,000 for the initial term, with potential automatic renewals for up to four additional one-year periods. HCPS plans to award both a primary and an alternate vendor, with the primary awardee responsible for services during normal business hours and off-hours drug testing. Vendors must complete a W-9 Vendor Payment Profile Form and submit a Vendor Affidavit regarding labor practices, demonstrating compliance with Section 787.06(13) of Florida Statutes prohibiting labor coercion. The pricing structure allows for unit-based pricing with a maximum 15% cost-plus markup for additional items, providing flexibility for vendors to offer competitive pricing across a comprehensive range of occupational health services.
