About this file
This is a Notice of Intent to Award issued by Hillsborough County Public Schools (HCPS) Procurement Services Department for RFP 25079-RFP-MST, Occupational Health Program Services. The solicitation seeks qualified vendors to provide comprehensive occupational health services including random drug testing for current employees, new hire drug testing, occupational physicals across various job classifications, DOT physicals, fit-for-duty evaluations, drug and alcohol testing, immunization programs, and specialized medical screenings. The request for proposals was released with a submission deadline of June 19, 2025, at 3:00 PM, and proposals were received from four vendors on June 26, 2025. The initial contract term begins on the first business day after School Board approval, with potential automatic renewals for up to four additional one-year periods. HCPS plans to award both a primary and an alternate vendor, with the primary awardee responsible for services during normal business hours and off-hours drug testing.
The evaluation committee assessed proposals using a weighted criteria system totaling 100 points: cost/value (35 points), overall assessment (25 points), qualifications and experience (25 points), business references (5 points), and utilization of HCPS-registered Small Business Encouragement Program (SBEP) vendors (10 points). Adventist Health System/Sunbelt Inc. received the highest evaluation score of 77.90 points and is the recommended awardee, followed by Concentra Medical Centers (69.45 points), BayCare Health System (62.05 points), and Medavex (57.08 points). The contract is valued at approximately $700,000 for the initial term with a maximum 15% cost-plus markup allowed for additional items. Vendors must comply with E-Verify requirements, provide three business references demonstrating a minimum of three years of experience, complete a W-9 Vendor Payment Profile Form, and submit a Vendor Affidavit regarding labor practices in compliance with Florida Statutes. HCPS encourages participation from small businesses and diverse vendors, including service-disabled veterans and minority-owned enterprises. Protests to the award decision must be filed within the timeframe prescribed by Florida Statutes 120.57(3) with the General Manager of Procurement Services.
