About this opportunity

Kenosha County, Wisconsin is seeking proposals for a comprehensive new permit system through RFP #2108, targeting experienced vendors capable of delivering a sophisticated technological solution. The procurement seeks a versatile permit management system supporting multiple deployment strategies including on-premise, hosted, and SaaS options. The desired system must include a customer portal interface, sanitary maintenance system, payment gateway services, and robust integrations with enterprise document repository (LaserFiche), parcel information systems, and Geographic Information Systems (GIS). Key deliverables include converting approximately 70,000+ existing permit records, code case records, and application records, while replicating critical operational reports, emails, forms, and letters. The RFP was published on March 30, 2021, with proposals due by May 6, 2021 at 3:00 PM Central Time. A non-mandatory pre-proposal conference occurred on April 8, 2021, with projected implementation milestones including initial proposer interviews on May 13, software demonstrations on June 1, finalist selection on June 17, and contract negotiations completed by June 30, 2021. The evaluation criteria will weight written proposals at 40 percent, software demonstrations and interviews at 50 percent, and cost at 10 percent.

The procurement does not specify explicit set-aside designations for disadvantaged enterprises. The current system supports approximately 63 users across administrative, financial, GIS, information technology, planning/zoning, sanitation, and service provider roles, with an estimated 570 annual permits and 505 project records. The county currently utilizes systems including Azure, Windows Active Directory, Office 365, ESRI ArcMap for GIS, GCS LandNav for parcel information, Laserfiche for document storage, and Microsoft Outlook. While no incumbent vendor is specifically named, the RFP indicates the county processed 572 transactions in 2020, generating approximately $243,907 in fees through various payment methods. The county has an annual operating budget of $264,308,465 and seeks a solution that can support named-user licensing with secure access and audit capabilities. Proposers must provide comprehensive pricing across a five-year implementation and operational term, with the total project budget to be determined based on proposed features, functions, and technical design.
