About this file

This is a requirements document for Kenosha County, Wisconsin's new permit system procurement (RFP #2108). The County seeks a comprehensive permitting solution that consolidates multiple functions including projects, permits, code enforcement, licensing, and sanitary maintenance into a single integrated system. The scope encompasses a customer-facing online portal, sanitary maintenance portal, payment processing capabilities, and integration with existing county systems including GIS (ESRI ArcMap), parcel information database (GCS LandNav), enterprise document storage (Laserfiche), and Microsoft Outlook email. The solution must support multiple deployment strategies including on-premise, hosted, and SaaS options and accommodate data migration from the current permitting system along with replication of existing management reports, emails, forms, and letters.

The requirements document specifies extensive functional capabilities organized across multiple modules: global features including user dashboards and time/cost tracking; contractor management with profile creation and credential tracking; common processes for projects, permits, code violations, and licensing; property information management; and specialized sanitary maintenance functionality. Non-functional requirements mandate integration with Active Directory for single sign-on, role-based security, compatibility with major browsers, Microsoft SQL Server 2016 database support, Azure and Office 365 compatibility, and audit trail functionality. The system must meet VMware 6.5 and Windows Server 2016 minimum server requirements, support business continuity and disaster recovery procedures, and maintain accessibility compliance. Vendors must provide training materials, define service level agreements for customer support, and demonstrate capability to perform data conversion and system restoration per specified RTO and RPO requirements.
