About this opportunity

The City of Tucson's Environmental and General Services Department (EGSD) is seeking a vendor to provide comprehensive vehicle key and key fob production, programming, and rekeying services for its Fleet Division through Request for Quote (RFQ) No. 230222. The procurement opportunity requires a contractor capable of cutting new keys (single side, double sided, and laser cut) for all City of Tucson vehicles and equipment, with specific capabilities including maintaining sufficient inventory of key blanks and remote entry fobs. Vendors must demonstrate the ability to program and reprogram new and existing key fobs, and perform rekeying services for ignition, door, and trunk lock cylinders, particularly for vehicles being prepared for surplus or consolidated into a refuge fleet. The solicitation mandates vendors have technical expertise across multiple vehicle makes and models, with the capacity to handle both mechanical and electronic lock systems. The quote is due on May 17, 2024, and will be evaluated through the City's procurement portal, with a total contract value not to exceed $100,000. Evaluation will likely focus on vendor capabilities, pricing structure, inventory management, and technical programming proficiencies.

The procurement does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The contract will have an initial one-year term with potential for four additional one-year renewals, providing stability for the selected vendor. Contractors must meet comprehensive insurance requirements, including commercial general liability, commercial automobile liability, and worker's compensation coverage with detailed policy specifications. The successful vendor will be required to maintain an adequate inventory of key blanks and support both on-site and remote programming methodologies. Pricing will be structured across multiple line items, including per-unit costs for key production, key fob programming, vehicle rekeying, and monthly inventory management services. While no incumbent vendors are mentioned, the contract suggests a need for a technically sophisticated vendor with robust inventory management and vehicle key production capabilities. The contract's estimated maximum value of $100,000 indicates a moderate-sized opportunity for businesses specializing in automotive key and fob services.
