About this opportunity
The City of Eugene, Oregon is issuing an Invitation to Bid (ITB) for terminal canopy repairs and improvements at the Eugene Airport Terminal Building, a public improvement project procured through a sealed bid process. The project scope encompasses repair and replacement of a damaged wooden glulam beam at the entry canopy, repair of wooden tongue-and-groove soffit, repair and replacement of rooftop trench drain elements and adjacent roof assembly above the escalators, and sand, stain, and seal finishing of wooden elements across four designated work areas. Deliverables include shop drawings with AITC certificates for glulam beams, product data, quality assurance documentation, and operation and maintenance manuals at project closeout. Key objectives involve restoring the structural integrity of the canopy system while maintaining airport operations during construction, with work divided into four areas involving glulam beam replacement, metal trim replacement, wood decking repair, TPO membrane installation, and gutter system repairs. Bidders must be registered with the Oregon Construction Contractors Board and meet responsibility standards including appropriate licensing, financial resources, required insurance coverage, satisfactory performance history, and demonstrated integrity. Bids must be submitted through OregonBuys by Tuesday, April 14, 2026 at 2:30 PM, with a non-mandatory pre-bid conference and site walk scheduled for Tuesday, March 24, 2026 at 1:00 PM at the Eugene Airport Terminal Building Mezzanine. Bidders must submit a lump sum base bid divided across five divisions (General Conditions and Demo, Metal, Carpentry, Roofing, and Finishes) plus unit price bids for complete roof assembly and wood I-joist replacement, with bids remaining valid for ninety days after opening. The anticipated project start date is May 2026.
This is a prevailing wage project subject to Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates effective January 5, 2026, as amended February 18, 2026, with no specific set-aside designations for disadvantaged enterprises noted in the procurement documents. All contractors and subcontractors must demonstrate an employee drug testing program and comply with public works bonding requirements of $30,000 with the Construction Contractors Board, and successful bidders must provide performance and payment bonds each equal to the contract price within thirty days of award. Bid security equal to 5 percent of the base bid is required at submission. The project design professionals of record include RS&H Oregon (architect/engineer), Hohbach-Lewin, Inc. (structural engineer), and KCL Engineering (electrical), whose work must be coordinated and integrated into all construction activities. No specific budget range or award value is publicly disclosed in the procurement documents; however, the City will award the contract to the lowest responsible bidder meeting all requirements and responsive to the specifications. All materials, products, and equipment must be UL-labeled where applicable, and all work must comply with the 2022 Oregon Structural Specialty Code, 2023 Oregon Electrical Specialty Code, AITC standards for glulam beams, and ASTM specifications for roofing and insulation materials.
