About this file

This is Addendum 1 to Invitation to Bid 20262004 issued by the City of Eugene, Oregon's Purchasing Department on March 27, 2026, addressing the Terminal Canopy Repairs and Improvements project at Eugene Airport. The addendum provides clarifications and supplemental information resulting from the non-mandatory pre-bid conference held on March 24, 2026 at the Eugene Airport Terminal Building Mezzanine. Key project clarifications include confirmation that all work may be performed from the rooftop; Area A has been excluded to ensure summer completion; cameras must be removed only during work in their immediate vicinity and replaced upon completion; vertical-facing trim above glulam beams is excluded from scope; building signage must be protected in place; display vehicles may be temporarily removed for one month at the contractor's discretion with minimum two-week notice; and light fixtures must remain, be protected, and require no painting. The addendum establishes that the base bid shall assume complete replacement of all metal components, while Alternate 1 permits bidders to propose refinishing instead of replacement where feasible. Work schedule parameters specify that pedestrian access to the terminal must be maintained through existing ADA pathways, with alternatives including construction tunnels or night work. Scissor lifts are permitted for roof access on the north side provided they remain adjacent to the building and do not exceed building height. The addendum includes specialized documentation comprising glulam beam dimension specifications, 2016 as-built drawings for Area D, interior roof damage photographs, and pre-bid meeting attendance records.

The engineer's estimate for the project falls between $290,000 and $350,000. All bidders must submit responses through OregonBuys by the April 14, 2026 deadline at 2:30 PM, with anticipated project commencement in May 2026. Award will be made to the lowest responsible bidder. The project is subject to Oregon prevailing wage requirements and applicable building codes. Contractors must provide bid security equal to 5 percent of the base bid, maintain required licensing and insurance coverage, demonstrate drug testing programs, and furnish performance and payment bonds each equal to the contract price within thirty days of award. All questions must be submitted in writing to Michelle Hahn (MHahn@eugene-or.gov), and statements made during the pre-bid meeting are not binding unless confirmed by written addendum. Bids must include lump sum pricing divided across five divisions and unit price bids for specified roof assemblies and wood I-joist replacement, with all bids remaining valid for ninety days after opening.

Date: March 27, 2026 To: All Potential Bidders From: Michelle Hahn, Purchasing Analyst Subject: ITB 20262004 Terminal Canopy Repairs and Improvements

ADDENDUM NO. 1

The solicitation referenced above is amended as follows.

A. Answer questions received during Pre-Bid Meeting on March 24, 2026.

1. Is there a reason all work cannot be done from the rooftop?

Response: There is no reason that all work cannot be done from the rooftop. Restrictions are included in the drawings in the event that the successful bidder preferred to work from below.

2. Why was Area A taken out of the project?

Response: Area A is being left out of the project to ensure that construction will be completed during the summer of this year. It was kept throughout the entirety of the design process so we can more readily request quotes when able.

3. Where will cameras be relocated during construction? What is the direction for contractors here?

Response: The cameras can be removed while work is being performed around their location and must be replaced in the same location once work is finished. Cameras are only to be removed while work is being performed in the immediate area that would impact them.

4. Is the higher metal trim and paneling part of the scope? (this refers to the tallest point of canopy outside of main terminal) Response: The vertical-facing trim above the glulam beams are not a part of the scope. See photo for reference.

5. Is building signage to be protected in place or removed and reinstalled?

Response: Building signage is to be protected in place.

6. Will the cars (on display in front of terminal) be gone when construction starts?

Response: The airport can have the cars temporarily removed for one month. The successful bidder will have a month’s worth of time to perform all work that requires the vehicles to be removed. This duration of time can start at the discretion of the successful bidder but cannot be broken into multiple smaller durations of time. The vehicles will not be removed multiple times. A minimum of two weeks’ notice needs to be given before the cars need to be removed for work.

7. We need the radii, tangent points, and the elevations at those points on the glue-lam. This is a specialized glue-lam and has to be perfect to match the others.

Please refer to: Addendum 1_Attachment A_ASK-1 Canopy Glulam Dimensions

8. Question regarding patron access to terminal from parking lot island while work is being done.

Are we open to constructing a temporary ADA ramp on either side of the pedestrian crossing across Douglas Dr in front of the central doors?

Response: The successful bidder should not divert pedestrian traffic from the existing ADA path and street crossing provided. The existing walkway may be reduced in size to accommodate a work area as needed. Other allowed options to reduce impact to pedestrian flow include the use of a construction tunnel or night work.

9. Are we to remove and replace all metal, or are we allowed to mix & match replacing with refinishing?

Response: The base bid for the project, which all bidders will be compared by, shall be bid as if all of the metal is removed and replaced. Alternate 1 may be bid assuming any amount of the metal components can be refinished instead of replaced, as deemed possible by the bidder, with the remaining metal components to be replaced.

10. Will the light fixtures in canopy remain or be replaced? Paint? Cover and protect?

Response: The light fixtures in the canopy are to remain. They don’t need to be painted. They shall be covered and protected during construction.

11. What is the estimated budget or engineers estimate?

Response: The engineer’s estimate falls between $290K-$350K

12. Can contractors use a scissor lift (on north side) to access roof?

Response: A scissor lift can be allowed as long it is only used adjacent to the building and doesn’t not exceed the height of the building.

B. Provide as-builts of Area D.

Please refer to: Addendum 1_Attachment B_2016 Terminal Expansion As-Builts

C. Provide photos of internal damages to roof structure around gutter drain – Area D.

The photos were taken during the initial investigation of the roof leak in Area D and were taken from above the wood ceiling and below the roof. They demonstrate the damage to the wooden sheathing and framing of the gutter and its inlet that needs to be replaced.

D. Provide Pre-Bid Meeting agenda and attendance sheet.

All other specifications, terms and conditions remain unchanged.
