About this file
This is Addendum No. 2 to Invitation to Bid (ITB) 20262004 issued by the City of Eugene, Oregon for Terminal Canopy Repairs and Improvements at the Eugene Airport Terminal Building. The addendum, dated April 8, 2026, provides clarifications and responses to eighteen questions submitted by potential bidders regarding construction specifications, methodology, and project logistics. Key clarifications include: dry ice blasting may be used for surface cleaning but cannot replace required removal of deteriorated material; painting is not restricted to rolling and brushing if adjacent surfaces are protected; complete removal of existing stain is required prior to application of new stain; Area D ceilings consist of large-format suspended wood panels; work hours are standard project hours with excessive noise work coordinated during non-peak times; project parking and staging areas are provided along Lockheed Drive at no cost; construction access to the airfield for specialized equipment will be coordinated between the airport and successful bidder; and escalators must remain operational with adequate passenger access during business hours, with all shutdowns requiring notice and approval from the airport project manager. The project must commence no later than May 11, 2026 and be completed by September 30, 2026.
The addendum establishes liquidated damages at $500 per day for work not completed by the specified completion date and clarifies that a hazardous material survey has been conducted with the final report provided to the successful bidder upon award, with any required abatement to be completed by the airport in coordination with the contractor. The Title VI Solicitation notice has been updated with FAA-revised language effective March 17, 2026, reaffirming non-discrimination in bidder consideration based on race, color, national origin, sex, creed, age, or disability. Additionally, a substitution request for Direct to Metal paint using Fluorinated Aliphatic Urethane 2K was rejected as not meeting the "or equal" standard to FEVE specifications. All other bid specifications, terms, and conditions remain unchanged from the original ITB.

Date: April 8, 2026 To: All Potential Bidders From: Michelle Hahn, Purchasing Analyst Subject: ITB 20262004 Terminal Canopy Repairs and Improvements
ADDENDUM NO. 2
The solicitation referenced above is amended as follows.
A. Answer questions received from potential Bidders.
1. Div/Page 9. Dry Rot Removal – Is ice blasting an acceptable method for surface cleaning and dry-rot removal of existing beams?
Response: Per the construction documents, all deteriorated material shall be removed, and dry ice blasting alone is not considered sufficient to achieve this. We do not object to its use as part of the cleaning/preparation process, provided it does not damage sound wood fibers and does not replace the required removal of deteriorated material.
2. Div/Page 9. Paint – Confirm painting/staining can only be done by rolling or brushing.
Response: Painting is not restricted to only rolling and brushing provided precaution is taken to prevent damage to adjacent surfaces.
3. Div/Page 9. Drawing A104, Detail A5 – Confirm drywall does or doesn’t require fire tape.
Response: Drywall doesn’t require fire tape.
4. Div/Page 9. Sanding Level – Does all existing stain need to be removed prior to application of new?
Response: Due to the limited information available on areas and types of existing stain, complete removal is required to ensure consistent color and appearance.
5. Div/Page 9. Ceilings – Provide detail showing attachment method of acoustical ceiling for Area D repairs.
Response: Area D ceiling consists of large format suspended wood panels.
6. Div/Page A104/A5. Dimension – Drawing A104, Detail A5. Confirm dimension showing 10’-0” should be 4’-1 7/8”.
Response: The overall dimension is 10’-0” wide centered on the gutter. 4’-1 7/8” is the correct dimension on A5/A104.

7. Div/Page AG702 – Confirm Bay spacing in Area B is space between grid lines (i.e. 10S-11S)
Response: Refer to sheet A102 for grid dimensions.
8. Do closed Bays need to be adjacent?
Response: Closed Bays do not need to be adjacent.
9. Provide species and dimensions of existing tongue and groove soffits.
Response: 6” wide T&G Fir Planks. Per the existing drawings, areas of soffits are indicated as ½” thick while others are 1” thick.
10. Confirm Details A3 & C3 on A203 pertains to Area B and not Area C. (reference D4/A202) Response: Details A3 and C3 on A203 apply to multiple locations at Area B and Area C.
11. What are the allowable working hours and noise requirements? Are there any blackout periods tied to airport operations or passenger volumes?
Response: Work hours are to be standard project hours. Work that is anticipated to produce excessive noise shall be done during non-peak times and is to be coordinated with the airport and flight schedules.
12. Please provide a hazardous material survey. If required, will hazardous material testing and potential abatement be handled by the owner?
Response: A hazardous material survey has been conducted, and the final report will be distributed to the successful bidder upon award. Any potential abatement will be completed by the airport in coordination with the successful bidder.
13. Where will construction parking, laydown and access be located?
Response: Access to the site will be through Lockheed Dr. Parking and a preliminary staging area will be provided along Lockheed Dr. and the Lockheed Dr. loop. This will not require payment. Access to the airfield for specialized equipment will be coordinated between the airport and the successful bidder.
14. Please provide projected start and end dates.
Response: Project is to start no later than 5/11/26 and must be completed by 9/30/26.

17. Who is the contact for the building escalators?
Response: The project manager from the airport will be the contact for all building questions.
Contact information will be provided upon award of contract.
18. Will we need to work with the building escalator vendor for escalator shutdowns, or will the building engineer be able to do those?
Response: Escalator must remain operational with adequate passenger access during business hours. All shutdowns should be done with notice and coordinated with and approved by the airport project manager before occurring. Contact information will be provided upon award of contract.
19. Reference: S106/Detail 2 – The glulam beam dimensions noted on the drawing do not meet standard douglas fir lam stock dimensions (standard thickness is 1-1/2” per lam ad the nearest standard width is 3-1/8” wide). Would it be acceptable to provide a glulam beam with a width of 3 and 1/8” inches and thickness of either 13.5” or 15” to meet whole lamstock thickness?
Response: Glulam beams as indicated on structural drawings are readily available modern glulam sizes and match adjacent joists. Provide members as shown on drawing S106.
B. Title VI Solicitation notice on page 3 is replaced in its entirety with the following Title VI Solicitation language, as revised by the FAA on March 17, 2026:
The City of Eugene, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.
C. Section VII. Sample Contract, Item 18. Liquidated Damages is replaced in its entirety with the following:
Liquidated Damages. In the event the Work is not completed by the Completion Date as specified in paragraph 2, Contractor will pay to City liquidated damages in the amount of $500 per day beyond contract completion date. The parties believe that due to the costs of bringing an action and the difficulty of establishing the exact amount of damages City will incur, it would be inconvenient and infeasible for City to bring an action for the actual damages it will incur because of Contractor's failure to complete the Work by the Completion Date. In order to compensate City for the damages City will suffer because of a delay, the parties have estimated the amount City would be damaged for every working day completion is delayed. The parties believe that the sum set as liquidated damages is reasonably related to City's anticipated damages per working day after the Completion Date that the Work is not completed. Contractor will not contest such sum as being other than a true measure of damages in the event those damages become payable under these provisions.
