About this opportunity
The Orange County Transportation Authority is requesting bids from authorized Microsoft resellers for annual renewal of Microsoft Unified Support Services under IFB 260560, with bids due October 8, 2026. DBE program requirements apply — bidders must demonstrate and fulfill DBE participation commitments throughout the contract performance period, with prime contractors required to flow down all DBE mandates to subcontractors and maintain records documenting good faith efforts to achieve stated DBE goals.
The one-year contract term runs November 1, 2026, through October 31, 2027. Bidders must be authorized resellers capable of supporting the Authority's existing Microsoft environment and maintaining continuity from the current incumbent. Pricing must conform to the vendor's standard rates for Unified Support Services.
The budgeted contract value is $270,069 for the renewal term. The procurement is governed by California law and applicable federal and local regulations. Davis-Bacon Act prevailing wage and labor standards apply to federally-funded portions of this contract; contractors must comply with California Labor Code Division 2, Part 7, Chapter 1 and federal wage determination rates, maintain detailed payroll records for three years, and submit certified weekly payrolls within seven days of the regular payroll date. Contractors are liable for liquidated damages of fifty dollars per calendar day for each underpaid worker.
General contractual provisions require the seller to maintain audit-ready records for four years following final payment, provide equal employment opportunity assurance, notify the Authority of labor disputes that may impact performance, and obtain prior written consent before assigning the agreement or subcontracting substantially all work. The Authority retains the right to terminate for convenience upon written notice. Risk of loss and damage transfers at the specified F.O.B. point.
