About this opportunity

West Basin Municipal Water District is seeking qualified respondents through a Request for Proposal (RFP) to provide comprehensive instructor services supporting its education programs at the Edward C. Little Water Recycling Facility (1935 S. Hughes Way, El Segundo, California 90245). The scope of services includes conducting school tours three to four times weekly during the academic school year (September through June) with up to two staff members per session and approximately 100 total sessions annually; providing ad hoc public tours at a maximum of 24 sessions per year with up to two staff members per session; and delivering art lesson classroom sessions from January through March with a maximum of 24 sessions during that period and up to three staff members per date. All instructors must deliver high-quality, specialized water education content through innovative, hands-on pedagogical approaches that emphasize water conservation and environmental stewardship. Respondents must demonstrate the capacity to provide sufficient staffing to cover all scheduled sessions, including participation in instructor training consisting of up to six half-day sessions in August-September and December-January, with new staff expected to shadow up to four sessions before leading independently. Cost proposals must incorporate project administration, participation data collection and reporting, program planning, employee benefits and salaries, travel time, and vehicle and fuel costs across all three program areas. The proposal submission deadline is May 12, 2026, at 2:00 p.m., with submissions required electronically through the OpenGov procurement portal; short-listed respondents will participate in interviews or presentations scheduled for the weeks of May 25th and June 1st, 2026; notice of recommended award is anticipated for the week of June 8th, 2026, with Board of Directors recommendation on June 22, 2026.

The District encourages participation from Small Business Enterprises (SBEs) and Local Business Enterprises (LBEs), offering three additional evaluation points for SBE or LBE prime consultants (six points if both designations apply) and one point for SBE or LBE subconsultants representing at least 30 percent of total compensation. All selected respondents must procure and maintain comprehensive insurance coverage including Commercial General Liability of $2,000,000 per occurrence, Business Automobile Liability of $2,000,000 per accident, Workers' Compensation with statutory limits of $1,000,000, and Sexual Abuse and Molestation coverage of $1,000,000, with the District named as an additional insured. Respondents must also comply with California prevailing wage laws and Labor Code requirements, including certified payroll reporting. No incumbent vendors or existing contractors are identified in the materials provided. Proposals must remain valid for a minimum of 90 days from the submission deadline, and the District reserves the right to reject any proposal, negotiate final contract terms, and select from a short list of qualified respondents. Compensation will be provided on a time-and-material basis at rates to be specified in the executed agreement's Exhibit B, with payment terms of Net 30 days following invoice receipt; the specific contract value or budget range has not been disclosed in the procurement documents.
