About this opportunity

The City of Phoenix is requesting qualifications for housing services including property management, master leasing, and housing-based supportive services for individuals and families experiencing or exiting homelessness, with qualifications due August 7, 2026 by 5:00 p.m. This is a Request for Qualifications (RFQu) that establishes a qualified vendor list rather than awarding contracts immediately; the City will solicit specific contracts to qualified vendors as needs arise during the five-year vendor list term. A Small Business Participation Plan under the Disadvantaged Business Enterprise-Neutral (DBE-N) program applies; prime contractors must demonstrate good faith efforts in small business participation and submit annual participation plans tracking utilization by category and amount.

Respondents must demonstrate a minimum of five years of experience in multifamily property management (preferably affordable housing) or housing-based supportive services for homeless populations, maintain required Arizona real estate licenses where applicable, and confirm ability to provide in-person services in Phoenix by October 1, 2026. Eligible tenants are persons meeting HUD's definition of homelessness, including those literally homeless, at imminent risk of homelessness, homeless under other federal statutes, or fleeing violence. Services will be delivered within Phoenix at locations determined by the Office of Homeless Solutions. Eligible costs under 2 CFR Part 200 include salaries, employee-related expenses, security services, case management, site operations, and third-party contractor expenses; pricing for specific contracts will be negotiated with selected vendors and is not established in this solicitation.

The resulting contracts commence October 1, 2026, or upon the effective date, whichever is later, with an initial one-year term and four one-year renewal options exercisable at the City's sole discretion. Upon notification of a recommended award, vendors must submit complete certificates of insurance within 14 calendar days. The City reserves the right to award multiple contracts, no contracts, or contracts by individual line items as most advantageous to the City, and to reject any or all statements of qualification. Written inquiries are due by July 24, 2026. No pre-offer conference or site visit is scheduled.
