About this opportunity
The California Department of Technology, Office of Statewide Technology Procurement (OSTP), on behalf of the Governor's Office of Emergency Services (Cal OES), is conducting RFP 26-16743 to procure 9-1-1 Call Processing Equipment (CPE) solutions for deployment across California's Public Safety Answering Points (PSAPs). The procurement seeks vendors to provide either cloud-based/data center or on-premise CPE solutions that comply with NENA i3 standards and support both CAMA and Next Generation 9-1-1 (NG9-1-1) call delivery services. Deliverables include all hardware, software, equipment, cabling, installation labor, system configuration, maintenance support, technical training, and comprehensive 24/7 support services for a base contract term of four years with two optional three-year extensions available at Cal OES's discretion, for a potential total contract duration of ten years. System installations must be completed and ready for acceptance testing within 180 calendar days after issuance of a Commitment to Fund, with all systems achieving 99.999% availability for cloud deployments and redundant infrastructure ensuring no single point of failure. Bidders must demonstrate productive use of proposed equipment with at least two entity customers who have maintained the system for a minimum of three years with individual contract values exceeding $100,000 each, and must maintain an OSTP-approved eVAQ (Electronic Vendor Application of Qualifications) prior to proposal submission. Evaluation will be conducted on a pass/fail basis for mandatory requirements including eVAQ approval, administrative compliance, bidder qualifications as demonstrated through the Bidder Qualifications Matrix, technical specification adherence per Exhibit B, and cost reasonableness with line-item pricing restricted to no more than fifteen percent variance from the baseline average of all bids. The pre-solicitation phase closed on March 30, 2026, and the formal RFP was released on April 20, 2026, with additional key action dates including question submission deadlines, Intent to Bid deadlines, and final proposal submission dates to be confirmed through addenda.
Bidders claiming Small Business (SB), Micro Business (MB), and/or Disabled Veteran Business Enterprise (DVBE) status must complete a Commercially Useful Function (CUF) Certification form demonstrating that certified entities meet specified performance requirements or face potential proposal rejection. All contractors and subcontractors performing installation services must maintain a valid California C-7 contractor's license for cable and wiring installation work prior to commencing any work at a PSAP, and must provide Workers' Compensation Certification confirming compliance with California Labor Code Section 3700. Bidders must also comply with Follow-On Contract Disclosure requirements under Public Contract Code Section 10365.5, disclosing any consulting services provided to the State within five years prior to solicitation release. Required insurance includes commercial general liability of at least $1,000,000 per occurrence, technology professional liability of at least $5,000,000 per occurrence, cyber liability insurance of at least $1,000,000, and workers' compensation insurance at statutory limits. All proposed costs must be submitted as all-inclusive fixed monthly rates for recurring charges (MRC) and non-recurring charges (NRC) for implementation in the required EXHIBIT C Cost Workbooks format, with no sales tax included in submissions and applicable sales tax to be added at invoicing based on service delivery location rates. While no specific budget ceiling or award value range is identified in the RFP documents, funding is provided through the State Emergency Telephone Number Account (SETNA), and the contract is contingent upon California Department of Technology approval and appropriation of sufficient funds in the applicable Budget Act.
