About this file
This is a Final Solicitation document for RFP 26-16743 issued by the California Department of Technology, Office of Statewide Technology Procurement (OSTP), on behalf of the Governor's Office of Emergency Services (Cal OES). The procurement seeks vendors to provide comprehensive 9-1-1 Call Processing Equipment (CPE) solutions for deployment across California's Public Safety Answering Points (PSAPs), including all hardware, software, equipment, cabling, installation labor, system configuration, and 24/7 maintenance support services. The solutions must comply with NENA i3 standards and support both CAMA and Next Generation 9-1-1 (NG9-1-1) call delivery services, with options for either cloud-based/data center or on-premise deployments. System installations must be completed and ready for acceptance testing within 180 calendar days after issuance of a Commitment to Fund, with cloud deployments achieving 99.999% availability and redundant infrastructure ensuring no single point of failure. The formal RFP was released on April 20, 2026, with additional key action dates including question submission deadlines, Intent to Bid deadlines, and final proposal submission dates to be confirmed through addenda. The base contract term is four years with two optional three-year extensions available, for a potential total contract duration of ten years.
Pricing must be submitted as all-inclusive fixed monthly recurring charges (MRC) and non-recurring charges (NRC) for implementation in the required EXHIBIT C Cost Workbooks format, with no sales tax included in submissions and applicable sales tax added at invoicing based on service delivery location rates. Bidders must demonstrate productive use of proposed equipment with at least two entity customers who have maintained the system for a minimum of three years with individual contract values exceeding $100,000 each, and must maintain OSTP-approved eVAQ (Electronic Vendor Application of Qualifications) prior to proposal submission. Line-item pricing is restricted to no more than fifteen percent variance from the baseline average of all bids. Bidders claiming Small Business (SB), Micro Business (MB), and/or Disabled Veteran Business Enterprise (DVBE) status must complete a Commercially Useful Function (CUF) Certification form. Required insurance includes commercial general liability of at least $1,000,000 per occurrence, technology professional liability of at least $5,000,000 per occurrence, cyber liability insurance of at least $1,000,000, and workers' compensation insurance at statutory limits. All contractors and subcontractors performing installation services must maintain a valid California C-7 contractor's license for cable and wiring installation work prior to commencing any work at a PSAP. Funding is provided through the State Emergency Telephone Number Account (SETNA), and the contract is contingent upon California Department of Technology approval and appropriation of sufficient funds in the applicable Budget Act.
