About this file
This is a pre-solicitation instruction document issued by the California Department of Technology (CDT), Office of Statewide Technology Procurement (OSTP), on behalf of the Governor's Office of Emergency Services (Cal OES), regarding a 9-1-1 Call Processing Equipment (CPE) procurement opportunity. The pre-solicitation allows interested vendors to review and provide feedback on draft RFP documents prior to official release, with all feedback and questions required to be submitted by March 30, 2026, at 12:00 PM Pacific Time. The draft documents available for review include RFP 26-16743, Attachment 12 (Bidder Qualifications Workbook), Exhibit B (Technical Requirements), Exhibit C (Cost Workbooks for New Cloud and New On-Premises solutions), the eVAQ Manual for Vendors, and a feedback template. Vendors may also request confidential discussions to be scheduled during the key action dates identified in RFP Part 1, Section 2.3, with meetings conducted via Microsoft Teams and participant attendance limited to six representatives per vendor.
Submission of feedback and questions is optional and does not affect vendor eligibility to participate in the subsequent formal RFP. The State is not obligated to incorporate any feedback received or provide responses to submitted questions. All written responses may be subject to California's Public Records Act. Contact for submission and clarification has been designated to Amrit Dhillon and Cristina Brinzei at the CDT OSTP. The pre-solicitation itself does not constitute a binding solicitation, and vendors are solely responsible for all costs associated with participation in this pre-solicitation phase.
