About this opportunity
The Illinois Department of Financial and Professional Regulation (IDFPR) seeks a sole economically feasible source (SEFS) contractor to provide maintenance, support, hosting, and decommissioning services for its Integrated Licensing and Enforcement System (ILES) and Credential, Licensing, Enforcement and Regulation (CLEAR) database systems for fiscal year 2027. The contract period runs from July 1, 2026, through June 30, 2027, with zero renewal options. Services encompass hosting infrastructure via Amazon Web Services cloud services, technical support (phone, email, and on-site), software patches and browser compatibility upgrades for Chrome, Edge, and Firefox, Database Administrator services, backup and disaster recovery capabilities, and transition services including exit strategy documentation and data migration preparation to facilitate migration to IDFPR's new CORE regulatory licensing solution. The ILES and CLEAR systems collectively administer 60+ professional and occupational regulatory boards and 13+ banking and financial institution boards, managing over 300 credential types and supporting approximately 1.2 million licensees and charters across Illinois. The procurement is justified as a sole source award because Tyler Technologies, Inc. exclusively owns the proprietary software and has implemented years of customizations tailored to IDFPR's regulatory operations, no qualified state personnel can perform the required functions, and competitive bidding would be cost-prohibitive and operationally disruptive given the systems' critical role in daily regulatory operations and revenue collection. Written comments or public hearing requests must be submitted by May 8, 2026, at 4:00 p.m. to Dianne Richman at the Chief Procurement Office (Dianne.Richman@illinois.gov, 217-622-1857), with a scheduled public hearing on May 13, 2026, at 2:00 p.m. via WebEx if requested.
This procurement carries no stated set-aside designations or restrictions limiting organizational eligibility, and Tyler Technologies, Inc. is identified as the sole proposed awardee. Tyler Technologies has been the incumbent contractor for these systems with a continuous 10-year purchase history with IDFPR, with annual contract values ranging from approximately $363,336.50 to $1,294,800.00 across fiscal years 2017 through 2026. The proposed contract requires integration with IDFPR's existing Amazon Web Services cloud infrastructure and the agency's current ILES and CLEAR systems, and includes coordination with the procurement of the new CORE regulatory licensing solution currently in active RFP status. The estimated contract value for FY27 is $1,163,297.72, representing a maximum not-to-exceed amount, with anticipated actual costs expected to be lower due to monthly as-needed billing on individual line items and a pricing transition during FY27 from full maintenance and hosting charges to cold storage and decommissioning charges as systems migrate to CORE. IDFPR is self-funded through licensing and enforcement revenue streams, with funding sourced from the Professional Indirect Cost Fund 0218. The Chief Procurement Officer will determine whether the sole source procurement method is appropriate and complies with the Illinois Procurement Code after considering all submitted testimony and written comments.
