About this opportunity

The Office of Management and Enterprise Services (OMES) Central Purchasing division is seeking suppliers to provide motor vehicle decals and tax stamps on an as-needed basis on behalf of Service Oklahoma, with proposals due August 24, 2026 and questions due August 10, 2026. The contract carries no guaranteed annual spend and may be awarded to a single supplier or multiple suppliers at the State's discretion.

The scope encompasses eight product categories: Annual Validation, Non-Use, Temporary, and Manufactured Home decals; Monthly decals; Ten-Year Antique decals; Vintage Plate decals; Boat sticker sets; Motor stickers; Motor Vehicle and Farm Implement tax stamps; and Off-Road Use decals. Historical volumes show Annual Validation decals at 1.5 to 4 million units annually, with smaller volumes across other categories (Motor stickers FY27 at 80,000 sets; Boat stickers FY27 at 125,000 sets; Monthly decals FY27 ranging 15,800 to 61,100 units monthly). Each product category carries detailed specifications covering retro-reflective sheeting per ASTM D4956, pressure-sensitive adhesive suitable to -10°F, security markings, rotational color schemes with PMS color designations, serial numbering formats, packaging in specified book and pallet configurations, and tamper-proof delivery via locked vehicle with combination locks. All deliveries are required between July 1, 2027 and August 31, 2027 (or March 1, 2028 for Motor and Boat stickers) to Service Oklahoma's Motor Vehicle Services division in Oklahoma City. Bidders may respond for any subset of product categories and are not required to bid all exhibits.

Evaluation criteria are best-value, considering ability to meet mandatory requirements, performance and references, price, and an executive summary. Bidders must demonstrate minimum 36 months of relevant experience, provide business references, disclose third-party vendors or subcontractors, and certify non-collusion and compliance with Oklahoma statutes including debarment, work eligibility, and boycott prohibitions. Bid prices must remain firm for 120 days. Submission is through the Oklahoma Supplier Portal in a prescribed twelve-section packet format. Attachment A terms are non-negotiable; requested exceptions should not exceed 10 percent of terms. Federal funds will be utilized. The initial contract term is one year with nine optional one-year renewal periods through FY35. Contracting officer: Samantha Fox at Samantha.fox@omes.ok.gov or 405-522-6266.
