About this file

This exhibit outlines the mandatory specifications and requirements for motor vehicle decals and stickers that Service Oklahoma, under the direction of the Office of Management and Enterprise Services (OMES) Central Purchasing division, is procuring through competitive bidding. Service Oklahoma requires a supplier to print, number, and package motor vehicle decals in sets of two stickers with matching serial numbers. Historical order volumes indicate FY24 at 125,000 sets, FY25 at 75,000 sets, FY26 at 75,000 sets, and FY27 at 80,000 sets, with quantities determined on an as-needed basis. Stickers must measure 8 inches wide by 2 inches high, be produced on pressure-sensitive vinyl sheeting with outdoor durability of four years, and include serial numbering starting with a two-digit expiration year designation. Delivery of all motor stickers is required no later than March 1, 2028, to Service Oklahoma's Motor Vehicle Services division in Oklahoma City, Oklahoma, with 50 sample stickers marked "SAMPLE" to be submitted for conformance inspection.

The stickers must be produced with rotating annual colors (green for 2031 expiration, red for 2032, blue for 2033, and orange for 2034) with white letters, numbers, logo, and state seal in UV ink, with black UV ink for serial numbers; all colors are guaranteed against fading for 48 months. Packaging requirements mandate stickers be padded with 50 sets per pad, packed in substantial cardboard boxes with 10 books per box, and shipped on 40-inch by 48-inch pallets strapped securely with stacks not exceeding 10 cartons. The successful bidder must provide an inspection slip certifying no missing or duplicate stickers, proper cutting, and correct orientation, and must implement comprehensive security measures including tamper-proof delivery via locked vehicle, on-site security supervision, and state inspection access during production. An optional lamination with transparent polyester film and long-aging acrylic adhesive is specified for enhanced durability and protection against abrasion, sunlight, solvents, and moisture. The state reserves the right to award the contract to a single supplier or multiple suppliers as deemed in its best interest.
