About this file
This exhibit describes mandatory specifications for Motor Vehicle and Farm Implement Tax Stamps to be produced for Service Oklahoma, Motor Vehicle Operations. The stamps are self-adhesive labels applied to dealer paperwork for vehicle registrations and farm equipment sales. The contract requires production of 2,000 booklets containing 500 stamps each, with individual stamps measuring 1 inch high by 1-1/16 inches wide. Stamps must be produced in five denominations ($3.50, $6.00, $18.00, $24.00, and $108.00) across multiple background colors including blue (PMS 629), pink (PMS 217), and buff (PMS 7507). Each booklet contains 25 sheets of 20 perforated stamps arranged in 5 rows and 4 columns, bound with 90# index stock covers and stapled at corners. Delivery must occur to Service Oklahoma, Motor Vehicle Services in Oklahoma City, with all deliveries prohibited before July 1, 2027. The successful bidder must submit artwork samples and printed stock samples for conformance review prior to production and deliver 50 sample decals marked "SAMPLE" for final inspection.
The vendor must implement comprehensive security measures including adequate supervision during production, with the State reserving the right to inspect premises at any time. Delivery requirements mandate tamper-proof transport via locked vehicles with combination locks, and the vendor must communicate lock combinations to the Motor Vehicle Supervisor prior to each shipment. Pallets shall not be double-stacked, and Service Oklahoma employees will inspect all shipments upon arrival, refusing delivery of any damaged or compromised products. Packaging specifications require plastic wrapping in groups of 10 booklets, with no more than 12 packages (120 booklets) per box, and beginning and ending tax stamp numbers must be written on each box. The bidder must confirm their ability to meet all mandatory requirements as a condition of proposal submission.
