About this file

This is an Amendment of Solicitation (Amendment #1) issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division on behalf of the State of Oklahoma for Solicitation/Event #EV00000943 regarding the FY27 Decals and Tax Stamps contract. The amendment provides responses to eight bidder inquiries submitted during the question period, which closed August 10, 2026, with proposals due August 24, 2026. Key clarifications include confirmation that voided samples can be sent overnight if the bidder provides a UPS account number (requests must be received before bid close), prior bid results and current pricing are available in attached documentation, and that the autogenerated "FY27_Decals_and_Tax_Stamps.xml" file should be disregarded. Regarding product specifications, the State confirmed that for Monthly Decals orders will be placed annually with no partial shipments accepted, cardboard boxes must be sturdy enough to withstand shipping, and glued monthly decals are acceptable as an alternative to stapling if requirements are met. For Vintage Plate Decals, glued pads are acceptable; for Boat Decals and Motor Stickers, glued pads are acceptable but shrink wrapping is not acceptable—items must be boxed in stacks. For Off-Road Use Decals, the mandatory specification remains .002 clear vinyl adhesive film, and 4 mil white vinyl is not acceptable. All other terms and conditions of the original solicitation remain unchanged. Bidders must acknowledge receipt of this amendment by signing and returning it with their bid response or, if previously submitted, by returning the signed acknowledgement before the solicitation deadline, with the solicitation number and bid opening date clearly printed in the subject line if submitted separately.
