About this opportunity
The Oregon Military Department is issuing an Invitation to Bid (ITB) for the FY26 PANG HVAC Bundle, a comprehensive heating, ventilation, and air conditioning repair and replacement project at Portland Air National Guard Base located at 6801 NE Cornfoot Road, Portland, Oregon. The scope of work encompasses HVAC system repairs and replacements across thirteen buildings, including boiler replacements, air handling unit (AHU) repairs, control system updates, expansion tank and pump replacements, cooling unit installations, ductwork modifications, Direct Digital Control (DDC) system connections and programming, refrigerant management, testing and balancing services, and provision of updated CAD drawings. Qualified bidders must hold current Oregon Construction Contractors Board (CCB) licensing and certification, provide a UEI number, maintain proof of insurance, and comply with prevailing wage requirements established by the Oregon Bureau of Labor and Industries (BOLI) for Multnomah County, BOLI Region Two. A mandatory pre-bid conference is scheduled for May 5, 2026, at 9:00 AM PT at Building 140 (CES Classroom), with attendance required for bid eligibility; bidders arriving after the start time will be deemed non-responsive and ineligible. Bid closing and public opening occurs on May 5, 2026, at 9:00 PM PT, with the anticipated project start 30 calendar days from Notice to Proceed, substantial completion required within 300 calendar days, and final completion within 365 calendar days. Requests for clarifications, brand approvals, and protests must be submitted by May 12, 2026, at 1:00 PM PT. Bid security of 10 percent of the total bid amount is required in the form of a surety bond, letter of credit, or certified check, and award will be made to the lowest responsive bid from a responsible bidder.
This is a federally funded public improvement contract with no advertised set-aside designations for disadvantaged enterprises; however, all contractor and subcontractor personnel require valid government-issued photo identification and REAL ID compliance for base access. Successful bidders must furnish performance and payment bonds equal to 100 percent of the contract amount and comply with federal provisions including non-discrimination requirements, the Build America Buy America Act, prevailing wage regulations, and clean air and water compliance standards. First-tier subcontractor disclosure forms must be submitted within two working hours of the bid closing deadline. The project estimate for bonding purposes ranges from $200,000 to $400,000, with no liquidated damages provisions specified in the contract. Funding is anticipated from both state and federal sources, with award contingent upon the Oregon Military Department's receipt of sufficient project funding. No incumbent vendors or existing infrastructure integration requirements are identified in the solicitation documents.
