About this opportunity

The City of Tucson is seeking a Construction Manager at Risk (CMAR) for the FY23 Road Recovery - Prop 101 Rehabilitation Package 5 project, which involves transportation improvements and waterline modifications along 5th Street between Country Club Road and Wilmot Road. The approximately 4.0-mile project requires a qualified contractor to provide pre-construction design phase assistance and complete construction services, with specific deliverables including full-depth pavement replacement, ADA facility improvements, curb and driveway reconstruction, pavement markings, traffic signal modifications, and water pipe removal and installation. The procurement will follow a qualifications-based selection process with evaluation criteria weighted across four categories: Construction Management at Risk Contracting Experience (40 points), Approach to Performing Required Services (30 points), Experience and Qualifications of the Firm/Team (20 points), and Subcontractor Selection Plan (10 points). Key deadlines include a pre-submittal conference on June 20, 2023, at 1:00 pm via Microsoft Teams, with statements of qualifications due on July 18, 2023, at 2:00 pm local Arizona time. The project requires the selected CMAR to develop a Guaranteed Maximum Price (GMP) proposal and is expected to be completed by Spring 2025.

The procurement includes specific Small Business Enterprise (SBE) provisions that apply to construction, construction services, and professional design services contracts valued at $100,000 or more. The City of Tucson's Business Enterprise & Compliance Program (BECP) requires bidders to meet SBE goals through various participation methods, including prime contractor participation, subcontractor participation, supplier participation, and joint ventures. Contractors must submit a Subcontractors List and SBE Plan, with potential consequences for non-compliance including withholding payments, contract termination, and disqualification from future bidding. The estimated construction cost ranges from $10 million to $15 million, with the City retaining 10% of each estimate until final completion and potentially accepting substitute securities in lieu of retainage. The project will be funded through Proposition 101 and involves significant infrastructure improvements, including reducing travel lane widths to accommodate wider bike lanes, demonstrating a comprehensive approach to urban transportation infrastructure enhancement.
