About this file

This is an Offer and Acceptance form for the City of Tucson related to the FY23 Road Recovery - Prop 101 Rehabilitation Package 5 project, a Construction Manager at Risk (CMAR) procurement for transportation improvements and waterline modifications along approximately 4.0 miles of 5th Street between Country Club Road and Wilmot Road. The project scope includes full-depth pavement replacement, ADA facility improvements, curb and driveway reconstruction, pavement markings, traffic signal modifications, water pipe removal and installation, and travel lane width reductions to accommodate wider bike lanes. The procurement utilized a qualifications-based selection process with evaluation criteria weighted across four categories: Construction Management at Risk Contracting Experience (40 points), Approach to Performing Required Services (30 points), Experience and Qualifications of the Firm/Team (20 points), and Subcontractor Selection Plan (10 points). A pre-submittal conference was scheduled for June 20, 2023, at 1:00 pm via Microsoft Teams, with statements of qualifications due on July 18, 2023, at 2:00 pm Arizona local time. The project is expected to be completed by Spring 2025.

The estimated construction cost ranges from $10 million to $15 million, with the City retaining 10% of each estimate until final completion and potentially accepting substitute securities in lieu of retainage. The project is funded through Proposition 101. Small Business Enterprise (SBE) provisions apply to construction, construction services, and professional design services contracts valued at $100,000 or more, requiring bidders to meet SBE goals through prime contractor participation, subcontractor participation, supplier participation, or joint ventures. Contractors must submit a Subcontractors List and SBE Plan, with non-compliance subject to payment withholding, contract termination, and disqualification from future bidding. The selected CMAR must develop a Guaranteed Maximum Price (GMP) proposal and is bound by all terms, scope of work, conditions, specifications, and addendums specified in the Request for Qualifications.
