About this file

This is a project planning document for the City of Tucson's FY23 Road Recovery - Prop 101 Rehabilitation Package 5, a 4.0-mile transportation infrastructure improvement project along 5th Street between Country Club Road and Wilmot Road. The City is soliciting a Construction Manager at Risk (CMAR) to provide pre-construction design phase assistance and complete construction services. The project scope includes full-depth pavement replacement, ADA facility improvements, curb and driveway reconstruction, pavement markings, traffic signal modifications, water pipe removal and installation, and travel lane width reductions to accommodate wider bike lanes. A mandatory pre-submittal conference is scheduled for June 20, 2023, at 1:00 pm via Microsoft Teams, with statements of qualifications due July 18, 2023, at 2:00 pm Arizona local time. The project is expected to be completed by Spring 2025.

The estimated construction cost ranges from $10 million to $15 million, with the City retaining 10% of each estimate until final completion and accepting substitute securities in lieu of retainage. The procurement follows a qualifications-based selection process with evaluation criteria weighted as follows: Construction Management at Risk Contracting Experience (40 points), Approach to Performing Required Services (30 points), Experience and Qualifications of the Firm/Team (20 points), and Subcontractor Selection Plan (10 points). The project is subject to Small Business Enterprise (SBE) provisions applicable to contracts valued at $100,000 or more, requiring bidders to meet SBE participation goals through prime contractor participation, subcontractor participation, supplier participation, or joint ventures. Contractors must submit a Subcontractors List and SBE Plan, with non-compliance consequences including payment withholding, contract termination, and disqualification from future bidding. Project funding is provided through Proposition 101.
