About this file

This is a project overview document for the City of Tucson's FY23 Road Recovery - Prop 101 Rehabilitation Package 5, a Construction Manager at Risk (CMAR) procurement for transportation and infrastructure improvements. The project encompasses approximately 4.0 miles of improvements along 5th Street between Country Club Road and Wilmot Road, including full-depth pavement replacement, ADA facility improvements, curb and driveway reconstruction, pavement markings, signing, traffic signal modifications, water pipe removal and installation, and travel lane reductions to accommodate wider bike lanes. A pre-submittal conference is scheduled for June 20, 2023, at 1:00 pm via Microsoft Teams, with statements of qualifications due on July 18, 2023, at 2:00 pm Arizona local time. The project is expected to be completed by Spring 2025. Evaluation will follow a qualifications-based selection process with weighted criteria: Construction Management at Risk Contracting Experience (40 points), Approach to Performing Required Services (30 points), Experience and Qualifications of the Firm/Team (20 points), and Subcontractor Selection Plan (10 points).

The estimated construction cost ranges from $10 million to $15 million, with funding through Proposition 101. The selected CMAR must develop a Guaranteed Maximum Price (GMP) proposal. The City will retain 10% of each estimate until final completion, with provisions to accept substitute securities in lieu of retainage. Small Business Enterprise (SBE) provisions apply to all construction and design services contracts valued at $100,000 or more. Contractors must submit a Subcontractors List and SBE Plan meeting City of Tucson Business Enterprise & Compliance Program (BECP) goals through prime participation, subcontractor participation, supplier participation, or joint ventures. Non-compliance may result in payment withholding, contract termination, and disqualification from future bidding.
