About this file

This pavement and ADA quantities document pertains to the City of Tucson's FY23 Road Recovery - Prop 101 Rehabilitation Package 5 project, a 4.0-mile transportation improvement initiative along 5th Street between Country Club Road and Wilmot Road in Arizona. The project scope includes full-depth pavement replacement, ADA facility improvements, curb and driveway reconstruction, pavement markings, traffic signal modifications, and water pipe removal and installation. The pavement work encompasses 133,056 square yards distributed across five segments: Country Club Road to Alvernon Way (30,169 SY), Alvernon Way Intersection (1,059 SY), Alvernon Way to Swan Road (32,433 SY), Swan Road Intersection (1,436 SY), Swan Road to Craycroft Road (34,091 SY), Craycroft Road Intersection (1,406 SY), and Craycroft Road to Wilmot Road (32,462 SY). The ADA work includes 107 curb ramps distributed as follows: 19 Type 1 ramps, 59 Type 2 ramps, 3 Type 3 ramps, and 26 custom ramps. The procurement utilizes a qualifications-based selection process with a pre-submittal conference scheduled for June 20, 2023, and statements of qualifications due July 18, 2023, at 2:00 pm Arizona time. The project is expected to be completed by Spring 2025.

The estimated construction cost ranges from $10 million to $15 million with funding provided through Proposition 101. The City of Tucson retains 10% of each estimate until final completion, with potential acceptance of substitute securities in lieu of retainage. The procurement is subject to Small Business Enterprise (SBE) provisions applicable to contracts valued at $100,000 or more, requiring bidders to meet SBE goals through prime contractor participation, subcontractor participation, supplier participation, or joint ventures. Contractors must submit a Subcontractors List and SBE Plan, with non-compliance consequences including payment withholding, contract termination, and future bidding disqualification. The selected Construction Manager at Risk (CMAR) must develop a Guaranteed Maximum Price (GMP) proposal and provide pre-construction design phase assistance and complete construction services.
