About this opportunity
The Pinellas County School District is issuing Invitation to Bid (ITB #26-AM-002) for the supply and delivery of floor machine parts on an as-needed basis to support the Maintenance Department at the Walter Pownall Service Center in Largo, Florida. The procurement encompasses 16 manufacturer/brand lines including Nilfisk-Advance, Clarke, Sandia Plastics, Viper, Tennant, Castex, I-Mop, Minute Man, Powr-Flite, Tornado, Aztec, Hoover, Sanitair, NSS, Kaivac, and Edic, with all parts required to be original equipment manufacturer (OEM) products; aftermarket and refurbished parts are not acceptable. Bidders must submit firm discounts to be deducted from manufacturer list prices with all freight and handling charges included in the pricing proposal, and must bid on all items for aggregate total awards or their bids will be deemed non-responsive. Sealed electronic bids are due through the OpenGov Procurement Portal at https://procurement.opengov.com/portal/PCSB before 3:00 p.m. on February 20, 2026, with the deadline for additional information or clarifications set for February 11, 2026. The District expects to evaluate bids and make contractor selections between February 23 and March 2, 2026, with a Notice of Intent to Award posted on March 24, 2026, and School Board approval estimated for March 31, 2026. The initial contract period runs from April 13, 2026, through April 12, 2027, with renewal options available at mutual consent for two additional one-year periods and District-exercised unilateral extension rights for up to three thirty-day periods.
Bidders must comply with Florida business preference provisions that grant a 5 percent price preference for in-state suppliers when the lowest bid is from out-of-state, and must register with E-Verify and complete Level 2 background screening per the Jessica Lunsford Act. All bidders must submit required certifications including the Prohibition Against Coercion for Labor and Services Affidavit, Sworn Statement Under Section 287.133(3)(a), Drug Free Workplace Certification, and Debarment Form AD-1048. Contractors awarded contracts must obtain all required insurance coverage within ten working days of contract award, including General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate for projects under $500,000, Automotive Liability Insurance of $300,000 combined single limit, and Workers' Compensation Insurance complying with Florida Statute 440, with the Pinellas County School Board listed as both an "Additional Insured" and "Certificate Holder" on all policies. The District estimates contract value at approximately $60,000 annually, excluding renewal options, though actual purchases may vary. Price escalations are permitted at renewal periods, subject to a 60-day advance notice requirement and limited to the previous year's Consumer Price Index for All Urban Consumers (CPI-U) percentage change; if CPI-U decreases, the District reserves the right to require corresponding price reductions or place the awardee in default. The contract is not exclusive, and the District reserves the right to award by line item, by section, or by aggregate total, whichever is most advantageous.
